(DCMRVAA) was developed as a non-profit corporation in 1981 by the Superior Court of the District of Columbia in response to Public Law 2-137, the Mentally Retarded Citizens Constitutional Rights and Dignity Act. Extractions: The first of our research theme is the examinations of the medical causes of developmental disability, particularly mental retardation with chromosomal abnormality. The second is the epidemiological study in Yokohama City , the second largest city in Japan with the population of 3.4 million.The third is the study on the autistic disorders, particularly its social aspects and the clinical classification of this disorder. The fourth theme is the relationship and collaboration between education and medicine, particularly special education. We plan to use these research results for medical treatment and educational process. Following a brief historical overview, the current diagnostic criteria, epidemiological information and the status of dual diagnosis will be presented. Comprehensive assessment and common interventions will also be reviewed in some detail. Historical Perspective The plight of individuals with developmental disabilities has been dependent on the customs and beliefs of the era and the culture or locale. In ancient Greece and Rome, infanticide was a common practice. In Sparta, for example, neonates were examined by a state council of inspectors. If they suspected that the child was defective, the infant was thrown from a cliff to its death. By the second century A.D. individuals with disabilities, including children, who lived in the Roman Empire were frequently sold to be used for entertainment or amusement. The dawning of Christianity led to a decline in these barbaric practices and a movement toward care for the less fortunate; in fact, all of the early religious leaders, Jesus, Buddha, Mohammed, and Confucius, advocated human treatment for the mentally retarded, developmentally disabled, or infirmed (Sheerenberger, 1983).

The other 25% live in their own apartments or houses with assistance provided on an individualized, as-needed basis by ENCORE. Statistics over fifteen years of service tell a story of growth and success. Since its inception in 1986, CORE has doubled the number of full-time residents it serves and has doubled its workforce. The supported living services of CORE, called ENCORE (Extended Networks of CORE) were established in 1991. While CORE's primary activity is and always will be the provision of optimum services to those who entrust us with their dreams, a commitment to society and the community, at large, inspires us to create new commitment that we perpetuate CORE's mission.

The term "exceptional child" includes those with special problems related to physical disabilities, sensory impairments, emotional disturbances, learning disabilities, and mental retardation. Most exceptional children require a lot of understanding and patience as well as special education and related services if they are to reach their full potential of development. It is estimated that one out of every ten children in the United States is an exceptional child, representing a total of nearly eight million children. However, it is difficult to determine the number of exceptional children in a given category for many reasons. The definitions of handicapping conditions are often ambiguous. Diagnosis of a condition may overlap with another condition or the diagnoses may change over time. Many exceptional children remain undetected and often parents resist having their children identified as exceptional because of the stigma attached with labeling. Families with children who have special needs are just like other families in many ways. These "ordinary" families can take many forms: traditional; single-parent; multi-cultural; and blended. They are also of various socioeconomic and ethnic backgrounds.
