SUBSTANCE ABUSE Consequences
I t's an ongoing debate. Some call alcoholism a disease triggered by genetic disposition. Others brand it a character defect or a moral failing - in other words, a sin. One thing is clear: There's no disagreement over the effect of substance abuse on the user and his or her family and friends. It is devastating. Some sincere Christians preach temperance or abstinence when it comes to alcohol. Others practice moderation responsibly. Yet some - too many - are snared in addiction, steadily destroying their bodies, their relationships, their careers. And, tragically, some alcoholics drown a once-vital connection to Jesus and His Church in the false god of a momentary high. I've seen strong men and noble women whose lives unravalled, whose marriages crumbled, whose faith could not hold them up under the frightful weight of their need to numb their senses and drown their despair or insecurity in drink or drugs. Hope I've also seen the miracle of restoration and rebirth that can occur when an alcoholic or drug abuser acknowledges his or her condition and turns to others for help. Millions of those triumphant stories are told each week at Alcoholics Anonymous or other substance abuse meetings. Though not always overtly Christian, many such meetings close with a recitation of the Lord's Prayer or the Serenity Prayer.

PALS Project

MSEP
The Minority Student Enhancement Program (MSEP) was created with the purpose of providing minority students and faculty from local Historically Black Colleges and Universities (HBCU) with training and experience in disability issues, rehabilitation, and substance abuse research. This program provides extensive research, writing, and clinical exposure to promising students who may subsequently become involved in rehabilitation research or service. A total of four HBCU's have cooperated with this program to date, and a comprehensive manual exists for replicating the program.

  • Drug-Free Communities Support Program Substance Abuse and Mental Health Programs of Regional and National Significance FORMULA GRANT PROGRAMS Drug-Free Communities Support Program
    Department of Justice
    This program, established by the Drug-Free Communities Act of 1997, awards grants to community coalitions for amounts up to $100,000 through a competitive process. The focus of the program is on community coalitions that have been in existence for a minimum of 6 months, coalitions that have 5-year strategic plans aimed at reducing substance abuse among youth, and over time, among adults, and coalitions that have provided an equal match for the awarded funds. These coalitions are to collaborate with entities in the community including government agencies to coordinate and strengthen efforts to reduce substance abuse. The program aims to disseminate timely state-of-the-art information on practices and initiatives that have proven effective in reducing substance abuse. Approximately $60,000,000 is appropriated for FY 2003, and the President requested $70,000,000, for the program for FY 2004.

Management of substance abuse
This website contains information pertaining to psychoactive substance use and abuse, and also information about the World Health Organization's projects and activities in the areas of substance use and substance dependence. WHO is the only agency dealing with all psychoactive substances, regardless of their legal status. WHO’s mandate in the area of psychoactive substance use includes:
  • Prevention and reduction of the negative health and social consequences of psychoactive substance use; Reduction of the demand for non-medical use of psychoactive substances; Assessment of psychoactive substances so as to advise the United Nations with regard to their regulatory control.
Since its founding in 1948, WHO has played a leading role in supporting countries to prevent and reduce the problems due to psychoactive substance use, and in recommending which psychoactive substances should be regulated. In 2000, the Department of Substance Abuse was merged with the Department of Mental Health to form the Department of Mental Health and Substance Abuse, reflecting the many common approaches of management of mental health and substance use disorders.
The Management of Substance Abuse Team (MSB) is one of four teams under the working umbrella of the Department of Mental Health and Substance Abuse and the cluster of Noncommunicable Diseases and Mental Health. The Management of Substance Abuse Team is concerned with the management of problems related to the use of all psychoactive substances. It emphasizes the development, testing and evaluation of cost-effective interventions for substance use disorders as well as the generation, compilation and dissemination of scientific information on substance use and dependence, their health and social consequences. It supports countries in advocacy and capacity building for the prevention and management of substance use disorders in all vulnerable groups . It seeks an integrated approach to all substance use problems within the health care system, in particular primary care.

Substance Abuse and Treatment of State and Federal Prisoners, 1997
Presents data from the 1997 Survey of Inmates in Adult State and Federal Correctional Facilities concerning prisoners' use of alcohol and illegal drugs and the substance abuse treatment they received. Numeric tables present data on prior alcohol and drug abuse by type of drug, type of offense, severity of prior substance abuse, and other offender characteristics. Tables include trends in the levels of substance abuse and treatment reported by prisoners since the last national survey was conducted in 1991. Data on the incidence of various alcohol/drug-related behaviors, such as domestic disputes and driving under the influence, are also included along with numeric tables on the prevalence of alcohol dependence, as well as the types of treatment and other substance abuse programs in prisons. 1/99 NCJ 172871 Press release Acrobat file ASCII file
