ILIAD-Tanzania Agro-terrorism ProMED Search Project ... The Role of Disease Surveillance in the Watch for Agro-terrorism or Economic Sabotage FAS addresses these issues through public education and international collaboration. The project's operational arm, ILIAD-Tanzania , is a pilot test of a surveillance system designed for remote rural areas in developing or reorganizing countries. Eschewing passive surveillance in favor of a pro-active, response-oriented, continuously operating network that begins at the village level, this system offers the promise of timely and accurate disease detection, diagnosis, prevention, and control. As a fully collaborative program between veterinary service workers, local farmers, wildlife conservation personnel and local governments, it provides a logistical framework for treatment, education and outbreak reporting. It is anticipated that the program will, over time, alleviate poverty in remote villages by increasing livestock and poultry production, control zoonotic diseases in human populations, and prevent disease epidemics in wild animal populations.     RABIES INTRODUCTION
    Rabies is an infectious disease of animals caused by a bullet-shaped, enveloped RNA virus, 180 x 75 nm. Man is occasionally infected, and once infection is established in the CNS, the outcome is almost invariably fatal HUMAN RABIES
    Is acquired from virus in saliva entering a bite wound caused by an infected animal, usually a rabid dog. The severity of the bite determines the risk of infection. The disease does not usually spread from man to man. Incubation
    After inoculation, the virus enters small nerve endings at the site of the bite. The virus slowly travels up the nerve to reach the CNS where it replicates and then travels down nerves to the salivary glands where there is further replication. The time it takes to do this depends upon the length of the nerve - a bite on the foot will have a very much longer incubation period than a bite on the face. The incubation period may last from two weeks to six months . Very often the primary wound is healed and forgotten by the time of clinical presentation. Clinical Presentation

    When the virus reaches the CNS the patient presents with headache, fever, irritability, restlessness and anxiety.

    (Approved by the AVMA Executive Board, November 2003) Section I - Definitions For the purpose of this ordinance, the following definitions shall prevail:
  • Animal - any of the order Mammalia , all of which are capable of being infected with and transmitting rabies. Cat - any domestic feline animal ( Felis catus Dog - any domestic canine animal ( Canis familiaris Bite or Bitten - means that the skin has been penetrated by an animal's teeth. Isolation - confinement of an animal exposed or potentially exposed to rabies. Non-bite Exposure - means that saliva from an animal has come in contact with an open wound or a mucous membrane. Own - to keep, harbor, or have control, charge, or custody of an animal. Owner - any person who keeps, harbors, or has charge or control of, or permits any animal to habitually be or remain on, or be lodged or fed within his or her house, yard, or premises. This term shall not apply to veterinarians or kennel operators who have temporary custody, for a period of less than 60 days, of animals owned by others. Animal Shelter - a public facility that is maintained by a government entity, or a private facility providing contractual services to a government entity for the purpose of impounding or harboring animals.

    To protect the people of Ontario against rabies, the province has started its annual wildlife rabies control operations for 2004. The Ministry of Natural Resources is committed to the research, control and eradication of rabies in Ontario, thereby protecting the health and safety of the public, their pets and the wildlife of this province. Ontario's programs are so successful that broad areas of southern Ontario are free of fox and raccoon rabies. If a person is exposed to rabies and does not receive treatment before they show symptoms, the disease is fatal.

    UK doctors test feared rabies case
    LONDON, England Doctors in the UK are treating a suspected case of rabies, the Public Health Laboratory Service said. The patient, who is described as being seriously ill, was bitten by a dog while travelling in the Philippines. Doctors are awaiting the results of tests to confirm the disease, a PHLS spokesperson said on Saturday. Cases of rabies are not common in the UK the last indigenous case of infection was in 1902. The patient, whose sex or identity is not being confirmed, is being treated at an unnamed London hospital. Vaccines can be given to people who are at risk of contracting rabies, and these vaccines can be given to people who are newly bitten by a dog. Other than the vaccine, there is no other treatment for the disease, which is often fatal. The PHLS spokesperson said: "Rabies affects the central nervous system and the brain.

    Rabies (from a Latin word meaning rage ), is a viral disease that causes acute encephalitis in animals and people. It can affect most species of warm-blooded animal, but is rare among non-carnivores.     Site last modified 1/28/99 The Rabies Laboratory of the Division of Infectious Diseases provides rabies-related laboratory services to all of New York State. It is located at the Wadsworth Center's Griffin Laboratory facility in the Albany suburb of Guilderland. The laboratory's primary service functions are the diagnosis of rabies in animals and the detection and quantification of rabies antibody in human serum. Veterinarians, public health officials, physicians and other professionals needing to access laboratory services can find information regarding submission of samples at this site. The diagnosis of rabies in animals is performed on specimens submitted for examination following a bite or other possible exposure to a human or domestic animal, when the confinement and observation of the offending animal is not appropriate or possible. The results of these examinations are generally used by physicians and local health authorities to decide if rabies postexposure treatment is necessary, and therefore require the highest standards of sensitivity and specificity. The results of these tests also serve to produce rabies surveillance data.

Humans and other animals can become infected through a bite or scratch from an animal with rabies, or if the rabies virus comes in contact with an open cut or the moist tissues of the mouth, nose or eyes. Rabies is fatal if untreated. Most of Canada's rabies is carried by wildlife. This makes control difficult and eradication almost impossible. Foxes, skunks, bats and raccoons are the main carriers and pose a continuing threat because they often live close to people. If they infect your farm animals or pets, they may endanger you.

    Rabies is a disease that can be easily passed from wild carnivores to unvaccinated pets and livestock, as well as to humans. It is caused by the rabies virus, which is present in the saliva of infected animals and transmitted through the bite of a rabid animal. Once infection occurs, the virus spreads to the central nervous system and causes encephalitis (inflammation of the brain). Rabies is almost always fatal. Safe and effective pet vaccinations and postexposure treatment for humans, as well as effective animal control, have eliminated rabies in dogs. In many parts of the world where vaccinations for pets and postexposure treatment for people are not available, rabies remains a serious health threat for animals and for humans.     Compendium of Animal Rabies Prevention and Control, 2000 The National Association of State Public Health Veterinarians (NASPHV) is pleased to provide the 2000 version of the Compendium of Animal Rabies Prevention and Control for distribution to practicing veterinarians and officials in animal control, public health, wildlife management, and agriculture in each state. Please note the addition of “prevention” to the title, a change that the Compendium Committee members and consultants believe is a more accurate reflection of the purpose for the document. This preface points out other changes that were made in the document this year and summarizes some of the discussions that took place during the Compendium meeting.
    Compendium Changes
    In Part I: B. Vaccine Selection, a change was made to address the issue of vaccines licensed by the United States Department of Agriculture (USDA) between Compendium meetings. The Compendium document lists all rabies vaccines licensed by USDA and marketed in the United States so by default any vaccines licensed between meeting of the Compendium Committee should be considered part of the list. In Part I: C. Route of Inoculation, the reference to one site in the thigh was removed and replaced with the generic statement, “in accordance with the specifications of the product label or package insert” because each vaccine has its own recommendation. Information regarding where to report adverse reactions or vaccine failures was added to this section. The Compendium members and consultants believe that these data are critical to assessing vaccine efficacy and safety in the field and urge practitioners to be conscientious about reporting.
