    • Ultrastructural and immunocytochemical investigations gave evidence that cyanophycin (multi-L-arginyl-poly-L-aspartate) granules accumulated in the cyanobacterium Synechocystis PCC 6803 under nutrient deficient conditions, especially under phosphate limitation.
    • Besides nutrient deficiency, growth of Synechocystis PCC 6803 on L-arginine or L-asparagine (degraded to L-aspartic acid) as sole N-source also led to high increase of cyanophycin synthesis, while growth on the combination of L-arginine or L-asparagine with nitrate only caused minor cyanophycin accumulation.

    Tibet Delegation visit to ICPMR On April 27, the seven member Tibetan People's Congress delegation, headed by Mr. Gya Tso Deputy Director of the Standing Committee of People's Congress, Tibet Autonomous Region, visited the ICPMR. The Tibet IDD Elimination Project Coordinating Committee (PCC) hosted the delegation. On behalf of the PCC, Professor Eastman, Chairman of the PCC, welcomed the delegation and gave a brief presentation on the Tibet IDD Elimination Project. Mr Gya Tso said it was like I am sitting in a meeting in Lhasa," as all we have talked about here has been related to the development of Tibet and the health of the Tibetan people. We would like to have more countries like Australia to help Tibet and more people like Professor Eastman and others from ICPMR to care for the Tibetan people." Mr Garry Nehl, recently retired former MHR for Cowper and Deputy Speaker of the Federal Parliament, and Dr Bernie Amos, former Director General of the NSW Department of Health, member of the PCC and consultant to ACCIDD attended the meeting.

Vitamin B12 deficiency can be due to malabsorption of dietary B12 despite normal levels of intrinsic factor. For example, celiac disease and may cause B12 malabsorption, which can lead to anemia. Less common causes of B12 deficiency include gastrointestinal surgery, pancreatic disease , intestinal parasites , and certain drugs.

    Biochemical characterization
    SDS-PAGE and western blotting were performed as described in ref. 18. Optical absorption spectra were measured at room temperature using a Shimadzu MPS 2000 spectrometer. Steady-state fluorescence spectra were obtained using a Perkin Elmer LS50 at 77K and measured with an excitation wavelength of 440 nm. To record excitation spectra, the sample was excited between 650 and 700nm and the fluorescence detected at 720 nm. HPLC size exclusion analyses were performed using a Phenomenex BioSep SEC S3000 column.
    Electron microscopy Preparations were negatively stained with 2% uranyl acetate on glow discharged carbon evaporated grids, and imaged using a Philips CM 100 electron microscope at 80 kV. The magnification was calibrated to be ´51,500. Twenty electron micrographs were taken for each preparation, and subsequently calculated to have the first minima of contrast transfer function in the range of 17-23 Angstrom .

However, problems with premature rutting of the asphalt overlay and early appearance of reflective cracks in the asphalt overlay have made overlays consisting of portland cement concrete a viable alternative rehabilitation method. Most PCC overlay failures can be attributed to causes other than improper overlay thickness, suggesting that existing design procedures such as the AASHTO procedure provide sufficient overlay thickness to satisfy design requirements. In this study, major factors affecting overlay performance were identified; guidelines for considering those factors in design are presented. In addition, user-friendly computer spreadsheets were developed to aid designers in completing AASHTO-based thickness design for unbonded and bonded PCC overlays.
    INTRODUCTION Portland cement concrete (PCC) pavements constitute a relatively large percentage of pavements that are designed to carry high volumes of heavy traffic. When designed, constructed and maintained properly, PCC pavements can be expected to provide long service lives. Many factors, however, contribute to the accelerated deterioration of PCC pavements, including construction deficiencies, design loading in excess of that forecasted, material problems, and unanticipated changes in traffic patterns.     J. Moraghan , Professor Soil Science North Dakota is the leading producer of dry edible bean in the United States, mostly pinto and navy. Dry bean acreage has grown throughout North Dakota recently and makes a good rotation choice in many areas. Most dry bean production is located in the eastern counties, although significant acreage is grown throughout North Dakota. Beans are a warm season crop which prefers fertile, well-drained soils. Good, but not excessive, moisture during the growing season and dry harvest weather favor high yields and quality. Nitrogen nutrition is important in dry bean production not only to sustain high yields, but also because of quality concerns. Excess nitrogen can cause maturity delays and encourage leaf canopy growth, which may promote disease incidence. Maturity delays and increased disease infection may affect the market price that dry bean producers receive. Therefore, nitrogen management is especially important to dry edible bean culture.

    EXECUTIVE SUMMARY
    BOTTOM LINE

    Current toll rates will not produce revenues sufficient to cover costs of operations and maintenance, and the Panama Canal Commission's (PCC's) capital program for plant replacement, expansion and modernization. For FYs 1996-1998 alone, the toll deficiencies projected are $2.2, $34.5 and $69.7 million, respectively. To address this, the PCC here proposes a two-phase toll-rate increase8.2 percent in FY 1997 and 7.5 percent in FY 1998coupled with an amendment to apply rules of measurement to on-deck container capacity as well as the volume of the vessel itself. If for any reason rules of measurement are not applied as proposed here, the general toll-rate increase will be adjusted to 8.7 and 7.9 percent, respectively.
    BACKGROUND
    A. Rates of Tolls
    1. The PCC proposes toll rate increases necessary to comply with the Panama Canal Act of 1979 (hereinafter, the "Act"). The Act requires tolls to be set to produce revenues sufficient to cover (1) all costs of operating and maintaining the Canal; (2) capital for plant replacement, expansion, and improvements; and (3) working capital requirements.
    2. The PCC is a U.S. Government corporation responsible for operating and maintaining the Panama Canal. The principal international, legislative and administrative considerations affecting, or related to, rates of toll are summarized in Appendix A.

    TOLLS DEFICIENCY
    40. Exhibits I - 1 and I - 2 summarize PCC's cost of operations and financing requirements for its capital program for the years 1996-1998. This tolls revenue requirement is then compared to the estimated tolls revenue generated at existing toll rates to determine corresponding tolls deficiency.
    a. As shown in Exhibit I - 1, toll rate increases with amendment to on-deck rules for measurement will be 8.2 percent effective January 1, 1997, and 7.5 percent effective January 1, 1998.
    b. As shown in Exhibit I - 2, toll rate increases without applying measurement rules to on-deck container capacity will be approximately 8.7 percent effective January 1, 1997, and 7.9 percent effective January 1, 1998.
    41. The recommended toll rate increases apply directly to each of the rates presently charged for laden, ballast, and displacement conditions.
    42. Exhibits II through VI detail major categories of Canal operating expenses and revenues for FYs 1996-1998 accompanied with narrative analyses of the differences between FYs 1996 and 1997 and between FYs 1997 and 1998.

    Purdue University The freshwater cyanobacterium Synechococcus elongatus PCC 7942 holds a special place in the development of cyanobacterial molecular genetics. It was this isolate, previously known as Anacystis nidulans R2, that was the first cyanobacterium demonstrated to be reliably transformable by exogenously added DNA (32). Over the decades, many genetic tools have been developed for S. elongatus , and applied to other transformable cyanobacteria (1, 9, 16). Strain PCC 7942 is very closely related to, and considered the same species as, PCC 6301, which is the type strain for S. elongatus (13) and the first accession in the Pasteur Culture Collection (http://www.pasteur.fr/recherche/banques/PCC/). It is an obligate photoautotroph (13), with a genome of approximately 2.7 Mb (15).
