LONDON (AP) The number of people contracting the human form of mad cow disease has increased by about 23 percent a year in Britain since 1994, new research has found. The findings, published this week in The Lancet medical journal, are part of scientists' effort to determine the scope of variant Creutzfeldt-Jakob Disease, a fatal brain-wasting disease.

What is Mad Cow Disease?
Mad Cow Disease is the common term for Bovine Spongiform Encepholopathy (BSE), a progressive neurological disorder of cattle which can be transmitted to other species, including humans. In humans, it is called Creutzfeldt-Jakob Disease, after the two doctors who first described the symptoms of the disease.
The disease in cattle is called Bovine Spongiform Encepholopathy because this form of the disease occurs in cows (therefore, the term bovine), it causes a sponge-like destruction of the brain (therefore, the term spongiform encepholopathy - enceph means brain and pathy means pathology - meaning an abnormality).
What are the symptoms of Mad Cow Disease?
Symptoms include an excitable or nervous temperament to external stimuli such as touch to the skin, a progressive unsteadiness of gait resulting eventually in the inability to stand up. The disease is virtually 100% fatal.
The human equivalent of Mad Cow Disease, Cruetzfeldt-Jakob Disease, causes memory loss, emotional instability including inappropriate outbursts, an unsteady gait, progressing to marked weakness, severe rapidly progressive dementia and death, often within a year of the onset of symptoms.

Late in the day on December 23, the U.S. government announced that a dairy cow in Washington state was infected with mad cow disease, also called bovine spongiform encephalopathy (BSE). Whether it strikes cattle or people, mad cow disease is always fatal. The disease eats holes in the brain. In humans, it initially causes memory loss and erratic behavior, and over a period of months, its victims gradually lose all ability to care for themselves or communicate, and eventually, they die.
Is Mad Cow in U.S. Cattle?
The dangerous practice of feeding sheep and even cattle to other cattle was not banned in the U.S. and Canada until 1997, and the U.S. government said that as recently as 2001, there was widespread violation of the feeding regulation. It is still legal to feed sheep and cattle to pigs and chickens, and pigs and chickens to one another (and cattle) as well, even though these practices have been banned in Europe and no one can be sure if this may prove deadly in the future as well.

Government Expands Mad Cow Testing
The Deparmtment of Agriculture (USDA) announced on March 15th that it would greatly increase its surveilance for BSE in American cattle. USDA intends to test more than 250,000 cattle under the new program, which will begin in June 2004. The plan is designed to detect an instance of BSE with a 99% confidence rate even if it only occurs in 1 out of every 10 million cattle.

What if much of the science to date, focusing on contaminated meat, has been overly simplistic or even dead wrong? The immediate implication would be that we would have to rethink everything already done to fight the disease, both in Britain where it began, in Europe, where it has spread, and in other nations, including the United States, where concerns are mounting about its potential to be unleashed. Last week, in order to prevent the disease from contaminating the blood supply, the American Red Cross, in accepting the view that infectious beef is to blame, barred donations from anyone who consecutively spent three months in Britain and six months in Europe since 1980.

The following monograph was prepared in a response to the confirmation of Bovine Spongiform
December 2003. First offered is a review of the scientific facts, and a discussion of how little is actually known
about this disease. A list of precautionary steps that we believe must be immediately taken to protect public
safety is then presented at the end of this monograph.

What the Heck is "Mad Cow" Disease?
First Great Britain, then regions of Europe, then Canada and now, the United States. In December, 2003, the first case of bovine spongioform encephalopathy (BSE) was diagnosed in a dairy cow in Washington state. The disease is thought to be transmitted to cattle through the feeding of cattle with parts of other animals. The feeding of cattle with rendered meat and bone from other animals has been banned in the United States since 1997. There is a reported 99 percent compliance with this ban; however, it is now clear that 99 percent is not 100 percent - someone didn't get the message. As of 2003, the spread of mad cow disease in Europe - including, Great Britain, Ireland, The Netherlands, France, Spain, Germany, Belgium, Denmark and Portugal and the appearance of the variant form of Creutzfeldt-Jakob disease (vCJD) in humans in many of these nations, is continuing to cause great concern among officials in Europe, Canada and the United States. A few years ago the United States, in order to protect the nation's blood supply, banned blood obtained from any donor who lived in Great Britain or Ireland for six months between 1980 and 1996. These individuals are not allowed to be blood donors to the United States blood supply, for life. The issue has become even more of a concern as the spread of this disease occurs in Europe. As a consequence, the United States is considering extending the ban of donation of blood from individals who may have lived for a time in other European countries.

But in May 2003, veterinary officials in Alberta confirmed that a sick cow sent to a slaughterhouse in January of that year had been inspected, found to be substandard, and removed so that it would not end up as food for humans or other animals. The carcass was, however, sent to a processing plant for rendering into oils. Its head was kept for testing. Samples were sent to the world testing laboratories in the U.K., which confirmed the case of mad cow.
"What is important is that the system worked," said Alberta's agriculture minister, Shirley McClellan. "We have a very thorough and respected inspection system." She was insistent to remind the public that the disease is not contagious within a herd.
But McClellan's assurances didn't stop the U.S., Japan, South Korea, Australia and other countries from imposing temporary import bans of Canadian beef.

Mad cow disease unlikely in U.S., experts say
(CNN) Agricultural and health experts believe mad cow disease is not a threat in the United States. "We have checked close to 12,000 brains of the highest risk cattle in the U.S. and found no evidence at all" of bovine spongiform encephalopathy, or BSE, said Dr. Linda Detwiler, a senior staff veterinarian for the U.S. Department of Agriculture.
