National Institute of Mental Health Imagine having important needs and ideas to communicate, but being unable to express them. Perhaps feeling bombarded by sights and sounds, unable to focus your attention. Or trying to read or add but not being able to make sense of the letters or numbers. You may not need to imagine. You may be the parent or teacher of a child experiencing academic problems, or have someone in your family diagnosed as learning disabled. Or possibly as a child you were told you had a reading problem called dyslexia or some other learning handicap. Although different from person to person, these difficulties make up the common daily experiences of many learning disabled children, adolescents, and adults. A person with a learning disability may experience a cycle of academic failure and lowered self-esteem. Having these handicapsor living with someone who has themcan bring overwhelming frustration. But the prospects are hopeful. It is important to remember that a person with a learning disability can learn. The disability usually only affects certain limited areas of a child's development. In fact, rarely are learning disabilities severe enough to impair a person's potential to live a happy, normal life.

    Introduction
    Most people know, or are taught, at an early age, how to process information and develop an organized plan or strategy when confronted with a problem, whether that problem is social, academic, or job related. Others find such cognitive processes quite difficult. Learning disabilities have only recently been recognized as disabilities. This neurological disorder causes difficulty in organizing information received, remembering them, and expressing information and therefore affects a person's basic function such as reading, writing, comprehension, and reasoning. However, these students with learning disabilities can be taught effective learning strategies that will help them approach tasks more effectively.     November 1998 DIFFERENT TYPES OF MATH LEARNING PROBLEMS As with students' reading disabilities, when math difficulties are present, they range from mild to severe. There is also evidence that children manifest different types of disabilities in math (Badian, 1983; Cohn, 1971; Kosc 1974; Strang and Rourke, 1985). Unfortunately, research attempting to classify these has yet to be validated or widely accepted, so caution is required when considering descriptions of differing degrees of math disability. Still, it seems evident that students do experience not only differing intensities of math dilemmas, but also different types, which require diverse classroom emphases, adaptations and sometimes even divergent methods. Mastering Basic Number Facts Many learning disabled students have persistent trouble "memorizing" basic number facts in all four operations (Fleischner, Garnett, & Shepherd, 1982), despite adequate understanding and great effort expended trying to do so. Instead of readily knowing that 5+7=12, or that 4x6=24, these children continue laboriously over years to count fingers, pencil marks or scribbled circles and seem unable to develop efficient memory strategies on their own. The federal government defines learning disabilities in Public Law 94-142, as amended by Public Law 101-76 (Individuals with Disabilities Education Act-IDEA): "Specific learning disability means a disorder in one or more of the basic psychological processes involved in understanding or in using language, spoken or written, which may manifest itself in an imperfect ability to listen, think, speak, read, write, spell, or to do mathematical calculations. The term includes such conditions as perceptual handicaps, brain injury, minimal brain dysfunction, dyslexia, and developmental aphasia. The term does not include children who have problems that are primarily the result of visual, hearing, or motor disabilities, or mental retardation, emotional disturbance, or of environmental, cultural, or economic disadvantage." Although the definition in federal law governs the identification of and services to children with learning disabilities (LD), there are variations between states and among school systems. In an attempt to clarify the identification, some states specify an intelligence range. Others add a concept of a discrepancy between potential and achievement, sometimes quantifying the discrepancy using test scores. These slightly different "yardsticks" are indicative of a lack of clear consensus about exactly what learning disabilities are (p.99).
