Full Text: Health, Labor and Welfare Minister Chikara Sakaguchi submitted at Friday's regular Cabinet meeting his ministry's first white paper since the former Labor Ministry and the former Health and Welfare Ministry were integrated in April. The 2001 white paper, immediately approved by the Cabinet, highlighted recent shifts in demographics in addition to observed social changes in the role of the family, household composition and employment practices. Subtitled "Toward a Health, Labor and Welfare Administration that Supports the Lifetime Independence of Individuals," the paper emphasized that a social-security system was needed as a safety net to support the marginalized.

Hey, Save your teeth! If you thought you knew how to brush your teeth yet your gums were bleeding and teeth were getting wobbly and bridges at the best were in store, read this book to fight off this "aging" process. Many of his suggestions have since been incorporated into toothpaste formulas, proxabrushes, etc. Basics your parents AND dentist never taught you This was a great book and I notice on today's grocery shelves that finally many manufacturers are following Dr. Cali's simple recomendations from more than 14 years ago. Baking soda, hydrogen peroxide diluted by half as a mouth wash, tooth brushes and brushing, it's amazing how much you never knew before and no one bothered to tell you. Everyone knows how to brush their teeth. Right? Wrong!(I'm a prime example of more than 40 years ignorance on the subject) and Dr. Cali's book gives you the simple tips to effectively brush your teethand gums. Since that's what we're talking about here,the gum disease that's the most common cause of tooth loss after the age of 40. Expensive and timely stuff crowns, bridges, implants, dentures and often not necessary if you follow Dr. Cali's simple advice early enough. I hope it can be updated for the end of this millenium and re-published.

ABSTRACT: Physicians in the United States may encounter Hansen's disease in immigrants and in patients from endemic areas such as Texas, Louisiana, Hawaii, and California. Exposure to infected armadillos may be one means of acquiring the disease. The Mycobacterium leprae bacillus has a predilection for nerves and skin in the cooler areas of the body. The limited tuberculoid form of the disease is characterized by one or a few hypoesthetic skin lesions and palpably enlarged nerves. The more extensive lepromatous form of the disease appears as multiple nodular skin lesions, sometimes with involvement of the nasal structures and eye. Current recommended regimens for treatment of Hansen's disease are based on combinations of dapsone, rifampin, and clofazimine. Recent advances in treatment have resulted in a significant decline in the worldwide prevalence of the disease. Hansen's disease is a major international health problem. Recent advances in treatment have significantly reduced the disease prevalence, but there are still an estimated 2.4 million cases worldwide.1 Although it is a rare disease in the United States, with 2,217 cases reported to the Centers for Disease Control and Prevention from 1984 to 1993,2 primary care physicians in endemic areas or those who treat immigrants may encounter cases of Hansen's disease. Ninety percent of US cases involve patients who have lived in foreign countries where the disease is endemic, primarily Asia, Africa, and Latin America. Hansen's disease is also endemic in Texas, Hawaii, Louisiana, and California.3 Contact with armadillos has been identified as a possible mode of transmission of the disease to humans.

Social Hygiene Handbook - 2nd Edition LEPROSY (HANSEN'S DISEASE) CHAPTER 17 Hansen's disease is an ancient stigmatizing disease of mainly the skin, peripheral nerves, eyes and nose. It is a notorious cause of blindness, nasal, hand and feet deformities with neurotrophic ulceration and neurotrophic ankle and feet joint changes. It is widespread in the world especially in Tropical Africa, South and Central America, India and other parts of Asia. In recent years it has declined worldwide with introduction of multiple drug chemotherapy, intensified treatment and improved living conditions. In 1986, 5.4 million patients were registered worldwide and this fell to 2.4 million by 1994. The leprosy burden drops by 68% in the global prevalence since 1985. Leprosy elimination in the Western Pacific region is feasible with following statistics in 1994:

This boat and that event are essentially what entered the United States full-scale into World War II. A not-to-miss if you are on Oahu. Free tours of the memorial are offered daily, 8 a.m. to 3 p.m. Tickets are available on a first-come, first-served basis beginning at 7:30 a.m. at the USS Arizona Memorial Visitor Center. The USS Arizona was completely sunken during the bombing of Pearl Harbor, taking over 1,000 sailors to their death in the harbor. This boat and that event are essentially what entered the United States full-scale into World War II.
The USS Arizona Visitor Center is located on the Pearl Harbor Naval Base adjacent to the sunken remains of the USS Arizona. The center is operated and maintained by the National Park Service in a use agreement with the US Navy.
The center and USS Arizona Memorial are free of charge to the public and there are no reservations. Everyone visiting the USS Arizona is encouraged to view a 20-minute film documenting the attack on Pearl Harbor. The film is presented by the Park Service, prior to the short US Navy shuttle boat trip to the memorial itself. Be prepared to wait however. The memorial is a very popular site in Honolulu and the crowds at all hours of the day can be overwhelming. Visitors are issued free tickets for the film and the shuttle to the Arizona upon arrival at the center on a first come, first served basis, but waits of one hour or more are commonplace. For this reason, go early!
The center is open from 7:30am to 5:00pm but the last program of the day and tour starts at 3:00pm The visitor center is closed Thanksgiving, Christmas and New Year's Day.

Leprosy vaccine to become a reality?
By Our Special Correspondent MADURAI, APRIL 1. A vaccine for leprosy will become a reality if the ongoing research reaches its logical conclusion in the near future. A federal- funded research on leprosy has started identifying a large number of ``potential candidates'' to become eligible as a vaccine for one of the most dreaded diseases in the world. Talking to The Hindu here, Dr. Thomas P. Gillis of the National Hansens' Disease Centre, USA, who has undertaken this pioneering research, said TB and leprosy were like ``cousins'' as some of their compositions and genes were similar. It had also been established that the vaccine BCG, given for newborns, had an effect on leprosy also. At the moment, Dr. Gillis said, they had started developing DNA micro arrays to find out the major strain differences in the pathogen, Mycobacterium leprae, that causes the disease. The BCG vaccine had been found to have an effect on leprosy in countries like India and Malawi. Though the research on formulating a vaccine for leprosy was at a ``very early stage,'' he was confident that a result could be achieved. But still, the logistic problems would have to be confronted in tune with the transmission patterns as sub-typing the organism had been found to be difficult. Basically, the researchers at the National Hansens' Disease Centre had started developing DNA micro arrays in order to find out the major strain differences. Though improvement of basic hygiene would be the best way to eradicate leprosy, Dr. Gillis said a vaccine would help to further improve the picture. At the moment, three groups were working all over the world on formulating a leprosy vaccine and research was on to find out whether the BCG vaccine could be used against leprosy also by ``adding a gene.''

In 1978, NIAID awarded two contracts for the purpose of fractionating Mycobacterium leprae -infected armadillo organs to derive sizable quantities of M. leprae for use by the leprosy research community. Dr. Brennan's National Jewish Hospital was awarded one. On Dr. Brennan's transfer to Colorado State University in 1980, the work moved there. Thus, we have had this contract since 1979 through four subsequent recompetitions. Since the closedown of the WHO/IMMLEP M. leprae Bank in 1990, this Contract is now the sole source of appreciable quantities of M. leprae and its various products. Prior to 1995, two contracts existed, "Isolation, Purification and Characterization of Antigens from Purified Mycobacterium leprae Obtained from Armadillo Tissue" at CSU and "Establishment and Maintenance of an Armadillo Colony Infected with M. leprae
