Deafblindness:
  • Is a combined vision and hearing loss that impacts an individual's learning, communication, and interaction with the world. Does not mean total deafness and total blindness. Impacts the way an individual accesses information. Requires special modifications and supports that go beyond what is typically needed with a hearing loss alone or a vision loss alone.
Individuals with combined vision and hearing loss cannot rely on vision or hearing to effectively compensate for the lack of the other sense.
Four primary causes of vision and hearing loss:
  • Hereditary/ Chromosomal Disorders Prenatal Viruses, Diseases, or Harmful Chemicals Complications at Birth Postnatal Injuries or Illnesses
Vision and hearing are used to access information from a distance.
How deafblindness impacts an individual depends on three main factors:
  • Type and degree of the vision and hearing loss The age of onset of the vision and hearing loss The presence of additional disabilities
Deafblindness is a disability of access to visual and auditory information.

Advocacy

Apnea

Arousal
Levels of activity from alertness to drowsiness.
Atresia
Absence or closure of a natural passage of the body (e.g., ear canal).
Atrophy

Roseanna C Davidson, Texas Tech University Herbert Miller, St Joseph’s School for the Blind Michael Collins, Hilton/Perkins National Program Introduction Deaf-blindness is a term which indicates that there are deficits in both the auditory and visual senses, creating the need for modification of special educational practices for individuals with either deafness, blindness, or retardation alone. The term is best applied from a functional perspective which goes beyond medical and clinical determination of severity of two major sensory deficits. Historically, we have evidence that individuals with deaf-blindness can be educated successfully. However, until the middle of the 1960’s, individuals identified as having deaf-blindness were born with such infrequency that educational programs for them were available only in a few locations. With the rubella epidemic in the 1960’s came an increase in the number of children who were diagnosed as having congenital deaf-blindness. This larger population created a need for the development of programs, curricula, methods, materials, and trained personnel to meet the students’ educational requirements in locations throughout the world.

Definition of Deafblindness
Both the federal and state definitions of deafblindness are similar. They basically state that a person is considered to be deafblind if: He/she has both vision and hearing impairments, the combination of which creates such severe communication and other developmental and educational problems that the student cannot be accommodated in special education programs solely for students with hearing or visual impairments. (1999 IDEA Rules and Regulations 300.7(c)(2); 2002 Indiana Administrative Code 511 IAC 7-17 through 7-31) The individuals specified by this definition represent a heterogeneous group and include:
Individuals who are both deaf and blind as demonstrated by accurate vision and hearing tests; Individuals who have hearing and visual impairments of a mild to severe degree and additional learning and/or language disabilities that adversely affect educational performance; Individuals who may have been diagnosed as having a degenerative pathology or disease which will affect vision and/or hearing acuity, resulting in both visual and hearing impairments that adversely affect educational performance; and, Individuals with multiple disabilities due to central nervous system dysfunction who exhibit auditory and visual impairments or deficits in auditory-visual functioning, and who may demonstrate inconclusive responses during evaluations or in the natural environment.
