Many teachers and parents have received and will continue to receive the diagnosis of ADD for children who have problems. The American Psychiatric Association (APA) has identified and defined this disorder. According to the American Psychiatric Association (1980), ADD is indicated when children display inappropriate inattention, impulsivity, and sometimes hyperactivity for their mental and chronological age. ADD may be diagnosed as with or without hyperactivity. Approximately 20% of the population will be diagnosed as having ADD. Teachers and parents are the ones who usually seek help for children who exhibit the problems associated with ADD. Children from ages 8 to 10 years are most likely to be referred and diagnosed as ADD. The younger the child is when diagnosed as ADD, the more severe form of ADD they are likely to show. Conversely, if preadolescent and/or adolescent children are diagnosed, they will usually show a less severe form of ADD. ADD is most obvious in situations that call for self-application or in group situations, and may be absent in a one-to-one situation or in a situation that is novel to the child. These facts should be kept in mind as the criteria used for diagnosis of ADD are considered.

Attention Deficit Disorder (ADD/ADHD) is NOT a Disease
Not a disease? Clearly, most ADD/ADHD people, regardless of age, may have problems and personal issues, but they do not feel "sick" and most do not think that their difficulties in life exist because they have a "disease." Well, what do they have if they do not have a disease? Well, to start with, all individuals with a history of hyperactivity, impulsivity and inattention "without cause" can be said to have ADD/ADHD brain chemistry. Now, for the terminological twist. Those who are in distress because of ADD/ADHD behavioral characteristics, that is, have painful symptoms, or disability with impairment in one or more areas of functioning, or have a significantly increased risk of suffering death, pain, disability or an important loss of freedom should be identified according to the DSM-IV as having ADD/ADHD, the "mental disorder." The reason these individuals should seek help from a health professional is to confirm that ADD/ADHD characteristics are in deed present and document that distress exists. For physicians, it is critical to establish the presence of distress to justify the prescribing of ADD/ADHD medication. Many with a history of hyperactivity, impulsivity and inattention have ADD/ADHD brain chemistry but no significant distress. According to the DSM-IV, their ADD/ADHD behaviors should be considered within the boundaries of normal. In the absence of distress, it is difficult both to justify medical treatment and to evaluate the efficacy of medication if it were to be prescribed. In practice, then, the diagnosis of ADD/ADHD, the mental disorder, is clearly a clinical judgment.

Every year the National Information Center for Children and Youth with Disabilities (NICHCY) receives thousands of requests for information about the education and special needs of children and youth with Attention-Deficit Disorder (ADHD, ADD/ADHD). Over the past several years, ADD or A.D.D. (ADHD, ADD/ADHD) has received a tremendous amount of attention from parents, professionals, and policymakers across the country - so much so, in fact, that nearly everyone has now heard about ADD or A.D.D..
While helpful to those challenged by this disability, such widespread recognition creates the possibility of improper diagnostic practice and inappropriate treatment. Now, more than ever, parents who suspect their child might have ADHD (A.D.D., ADD/ADHD, ADD-ADHD, A.D.D.) and parents of children diagnosed with the disorder need to evaluate information, products, and practitioners carefully.
This NICHCY Briefing Paper is intended to serve as a guide to help parents and educators know what ADHD (A.D.D., ADD/ADHD, ADD-ADHD, A.D.D.) is, what to look for, and what to do. While acknowledging that adults, too, can have ADHD (ADD/ADHD, ADD-ADHD, A.D.D.), this paper focuses on the disorder as it relates to children and youth.
