General/Sundry Nuclear Power in China May 2004 Nuclear power development in mainland China commenced in 1970 and the industry has now moved to a steady development period. While coal is the main energy source in China, most reserves are in the north or northwest and present an enormous logistic problem. Most electricity produced in mainland China is supplied by fossil fuels (about 80%, mainly coal) and hydro power (about 18%). About 340 GWe is installed and 1478 TWh was generated in 2001. Nuclear power has an important role, especially in the coastal areas remote from the coalfields and where the economy is developing rapidly. In 2003 it provided 43.7 billion kWh.

Extractions: Finding Our Way Nuclear power in Quebec and indeed in Canada has turned out to be a very great disappointment. Once promoted as a safe, clean, and cheap energy source, nuclear power is now seen by many Quebecers as dangerous, dirty and expensive. The Gentilly-2 reactor was built with a promise from Ottawa to pay half the total cost, estimated to be less than $400 million. The plant actually cost almost four times the initial estimate, but Ottawa felt obliged only to pay half of the original estimate. The Gentilly-2 reactor has been performing well over its 11-year lifetime except for one thing: year after year, it produces electricity at a cost greater than the price it is sold at. It has lost at least a billion dollars since it started up, and probably much more if a true cost accounting were done. The nuclear moratorium, which has now expired and has not been extended by the present government, no doubt saved Hydro-Quebec from a mess similar to the one that Ontario Hydro now finds itself in, with a fleet of increasingly dangerous and expensive nuclear reactors to maintain and inadequate financial resources to do so. Ontario Hydro is planning to shut down or "mothball" the four reactors at Bruce A, even though they have only served for half of their expected lifetimes, because Hydro cannot afford to make the expensive repairs needed for these reactors to keep their operating licenses. The plants are becoming so unsafe that even the Atomic Energy Control Board usually lenient to its licensees will no longer tolerate it.

The Nuclear Regulatory Commission (NRC) regulates the utilities operating nuclear power plants. The utilities generally subcontract with private guard companies for security services. The security guards say morale is currently very low and that they are under-manned, under-equipped, under-trained, and underpaid. More than 20 security guards protecting 24 nuclear reactors (located at 13 plants) were interviewed during POGO's investigation into nuclear plant security. Also, the Protocol states that Annex I countries shall undertake promotion, research, development and increased use of new and renewable forms of energy, of carbon dioxide sequestration technologies and of advanced and innovative environmentally sound technologies. One important option that could be covered by the last phrase, and is not specifically mentioned, is nuclear energy which is essentially carbon free. In this connection, the Nuclear Energy Agency (NEA) has investigated the role that nuclear power could play in alleviating the risk of global climate change. The main objective of the study is to provide a quantitative basis for assessing the consequences for the nuclear sector and for the reduction of GHG emissions of alternative nuclear development paths. The analysis covers the economic, financial, industrial and potential environmental effects of three alternative nuclear power development paths (nuclear variants).

Virtual Journals Issues and Events MIT Study Sees Nuclear Power as Green Weapon Against Global Warming Although the public doesn't yet view nuclear power as a way to mitigate global warming, an MIT study says a global tripling of nuclear power generation could avoid nearly 2 billion tonnes of carbon emissions annually. While new nuclear power plants are not economically competitive with fossil fuels, an MIT interdisciplinary research group is recommending limited federal support of new nuclear power plants as a way to reenergize the industry and lessen the potential impact of global warming. The report, The Future of Nuclear Power , acknowledges the stagnation of the field in recent years, but concludes that "the nuclear option should be retained, precisely because it is an important carbon-free source of power." Deutch The MIT study, cochaired by institute professor John Deutch and physics professor Ernest Moniz, notes that during the next 50 years, "unless patterns change dramatically, energy production and use will contribute to global warming through large-scale greenhouse gas emissionshundreds of billions of tonnes of carbon in the form of carbon dioxide." The nuclear scenario offered by the study would expand current global nuclear-generating capacity "almost threefold, to 1000 billion watts by the year 2050. Such a deployment would avoid 1.8 billion tonnes of carbon emissions annually from coal plants, about 25% of the increment in carbon emissions otherwise expected in the business-as-usual scenario." Extractions: Revision dated 31 October 2003 The use of nuclear power causes, at the end of the road and under the most favourable conditions, approximately one-third as much CO -emission as gas-fired electricity production. The rich uranium ores required to achieve this reduction are, however, so limited that if the entire present world electricity demand were to be provided by nuclear power, these ores would be exhausted within three years. Use of the remaining poorer ores in nuclear reactors would produce more CO emission than burning fossil fuels directly. These are the salient results of the research reported on this website.
