Extractions: A Question of Appropriate Use The use of personal watercraft (PWC), which are often known by the brand names Jet Ski or Waverunner, is increasing on all of our nations waterways, including those in the National Park System. These thrill craft are fundamentally different from traditional boats and in most cases their use is inappropriate in the National Park System. PWCs can pose a significant threat to park ecology and the enjoyment of the park by other visitors. PWCs differ greatly from conventional boats in design, use and effects on the water resource and surrounding areas. As thrill craft, PWCs have disproportionate horsepower to length and weight ratios. While a traditional boat may have a horsepower to length ratio of 4:1 (a 16-foot craft with a 65-horsepower engine), it is not uncommon for PWCs to have a ratio of 12:1. In addition, the effect of the noise generated by PWCs is very different from boats. PWCs produce noise levels in the range of 75-85 decibels (dB). Unlike boats, however, PWCs produce a high pitch and a continually variable level of noise that is extremely annoying and difficult for many people to adjust to.

"Motorized personal watercraft" means any motorized vessel that is less than fifteen feet in length as manufactured, is capable of exceeding a speed of fifteen knots (17.27 miles per hour), and has the capacity to carry not more than the operator and one other person while in operation. The term includes, but is not limited to, jet skis, wet bikes, surf jets, miniature speed boats, air boats and hovercraft. As a personal watercraft rider you are also considered a boater. Personal watercraft are defined as Class A inboard boats by the U.S. Coast Guard and are required to follow most boating regulations. OPERATING ZONES To help protect Sanctuary habitats and sensitive marine life, it is unlawful for any person to operate motorized personal watercraft except within four designated zones and access routes within the Sanctuary.These zones and access routes have been established by federal regulation (15 CFR Part 922, Subpart M,Appendix D). They are illustrated by the maps on this page, and posted on signs at each of the launch ramps. Motorized personal watercraft may launch only within the identified harbors and must proceed directly to the operating zone outside each harbor through the specified access route. Extractions: Motorized Personal Watercraft Motorized personal watercraft (MPWCs) operate in a manner unique among recreation vehicles creating potentially significant impacts on wildlife, water quality, and safety of recreational users. The high speed and maneuverability of personal watercraft, and the fact they tend to operate nearshore and in a repeated fashion within a confined area can result in recurring disturbance to animals and habitats. Suspected impacts include behavior modification of sea otters, sea birds, fish and pinnipeds, and site abandonment and avoidance by certain porpoises and whales. The MBNMS restricted the use of these vehicles with the designation in 1992 and confined them to four MPWC zones outside of the harbors. The MBNMS regulations include a provision that defines a MPWC. Since adoption of this regulation, most MPWC manufactures have designed larger vehicles that do not fall under the MBNMS definition. Specifically, certain MPWCs now are capable of carrying two, three or four people in addition to the operator and therefore are not currently subject to regulation. There have been conflicts between MPWCs and other recreational ocean users due to the noise and operation of MPWCs.
