He applied telescopes and micrometers to graduated astronomical and measuring instruments as early as 1667. The quadrant he used had a radius of 38 inches and was so finely graduated that he could read the angles to one quarter of a minute. The sextant employed for determining the meridian was 6 feet in radius. In 1659 he was able to observe stars on the meridian during day-time and to measure their position with the aid of cross-wires at the focus of his telescope. In order to make sure that his standard toise should not be lost, like those used by others before him, he conceived the idea of comparing it with the length of the simple pendulum beating seconds at Paris, and thus made it possible to reproduce the standard at any time. Picard is regarded as the founder of modern astronomy in France. He introduced new methods, improved the old instruments, and added new devices, such as the pendulum clock. As a result of Picard's work, Newton was able to revise his calculations and announce his great law of universal gravitation. The discovery of the aberration of light also became a possibility on account of Picard's study of Tycho Brahe's observations. In 1671 he received from Bartholinus at Copenhagen an exact copy of Tycho's records and then went with Bartholinus to the Island of Hveen in order to determine the exact position of Tycho's observatory at Uranienborg. He was modest and unselfish enough to recommend the rival Italian astronomer Cassini to Colbert and Louis XIV for the direction of the new observatory at Paris. Cassini, on the contrary, proved envious, ignoring Picard's insistent recommendations of a mural circle for accurate meridional observations, until after the latter's death.

Commande La meilleure édition de cet ouvrage du mathématicien français Jean Picard (1620-1682) dont les travaux sur la figure de la Terre et la valeur du dégré de méridien, comptent parmi les premières tentatives scientifiques. Picard avait mis au point de nouveaux instruments qui sont décrits dans ce livre. Cette édition est due au mathématicien F. As a young lieutenant, Picard met Ambassador Sarek at the wedding of the ambassador's son. Picard recalled how in awe he was at meeting someone who had helped to shape the Federation. ("Sarek" [TNG]). As a young officer, Picard was romantically involved with the future Jenice Manheim. Although the two had been strongly attracted to each other, Picard feared commitment, and eventually broke off the relationship in 2342. Picard regretted losing Jenice for many years, and the two saw each other again in 2364 when the Enterprise -D saved her husband, Dr. Paul Manheim, after a serious laboratory accident on Vandor IX. ("We'll Always Have Paris" [TNG]). In his early career, Picard distinguished himself when he led an away team to planet Mi lika III, to save an endangered ambassador. ("Tapestry" [TNG]). On the Stargazer. Lieutenant Picard was a bridge officer on the U.S.S. Stargazer when the ship's captain was killed. Picard took charge of the bridge and for his service in the emergency was offered the command of the Sta rgazer. ("Tapestry" [TNG]). Picard commanded the Stargazer for some 20 years, until 2355, when the ship was nearly destroyed by an unprovoked sneak attack near the Maxia Zeta star system. The surviving Stargazer crew, including Picard, drifted for weeks in shuttlecraft before being rescued. The assailant in the incident was unknown, but was later found to be a Ferengi spacecraft. ("The Battle" [TNG]). Following the loss of the Star gazer, Picard was court-martialed as required by standard Starfleet procedure, but he was exonerated. The prosecutor in the case was Phillipa Louvois, with whom Picard had been romantically involved. ("The Measure of a Man" [TNG]).

Extractions: Jean Picard Gassendi for some time and helped him with observations of a solar eclipse on 21 August 1645. He received an M.A. from the University of Paris is 1650. Picard devised a micrometer to measure the diameters of celestial objects such as the Sun, Moon and planets. In 1667 Picard added a telescope to the quadrant making it much more useful in observations. He greatly increased the accuracy of measurements of the Earth, using Snell 's method of triangulation. He measured the length of the arc of the meridian; the measurements appear in Mesure de la Terre (1671). This data was used by Newton in his gravitational theory. In the same year Picard went to Tycho Brahe 's observatory at Hven Island in Sweden so that its location could be determined accurately and so Tycho observations could be directly compared with others. In 1673 Picard moved to the Paris Observatory where he collaborated with Cassini La Hire Picard was one of the first to apply scientific methods to the making of maps. He produced a map of the Paris region, then went on to join a project to map France. Among his other skills were hydraulics, a topic on which he wrote but one where he put his skills into practice; he solved the problem of supplying the fountains at Versailles with water.
