A transportation safety program must focus on the states' prominent role in the areas of planning, evaluating routes, ensuring shipment vehicle and driver safety, preventing accidents, preparing emergency and medical response teams, and informing the public. The section is responsible for the implementation and enforcement of rules complying with the provisions of the Texas Compact and provide staff support to the Advisory Commission on Radioactive Waste and Decommissioning . The Maine Legislature voted to exit the Texas compact (effective April 5, 2002) with public law chapter 629 as an emergency measure to save Maine electric ratepayers the $25 million fee that Maine would have to pay to Texas otherwise. The compact language required a two year period before withdrawal would take effect, therefore April 5, 2004. It was the legislature's belief that since radioactive waste disposal is available from private firms (not compact exclusive of out of state waste) for all the radioactive waste generated in Maine, other than Maine Yankee, that the Texas compact was no longer necessary, and not an acceptable cost. Extractions: April 9, 1999 Executive Summary NCSL's impetus for sponsoring the meeting was a growing concern that the current national policy for providing LLRW disposal capability was not yielding the desired results. The meeting began with brief presentations that provided background information about the issues to be discussed. Other topics covered in the meeting were: a background paper explaining how the current policies were developed, a status report from the U.S. General Accounting Office about congressional interest in commercial low-level waste management policy issues, a panel discussion about the barriers to implementing the current policy, and an interactive dialog on four policy alternatives that have been proposed as potential improvements to the current policy. A representative of the U.S. General Accounting Office (GAO) summarized the intent, content, and schedule for GAO's report on LLRW disposal. The report will not draw any conclusions about the best approach for LLRW management or disposal. Rather, it is intended to provide a balanced discussion of the challenges faced by states in their efforts to site disposal facilities. GAO's report will be issued in late July.

What makes the nuclear power industry virtually unique though when it comes to dealing with its waste products is that the costs of waste disposal are incorporated into the electricity sold. The costs of managing and disposing of wastes from nuclear power plants represent about 5% of the total costs of electricity generated. Nuclear power is the only bulk energy producing technology that takes full responsibility for all its wastes even though the amount of these wastes is very small relative to those produced by using fossil fuels for electricity generation.
