With the entry of the United States into the War, however, my father was assigned to an Air Force Hospital near Winter Park, Florida, and my first memories were to be of long beaches, and bass fishing on a lake with alligators. We remained in Florida, spared the pain of war, until early in 1946. In the interim, my only sibling, Ellen Jane, was born; she is now a genetic counselor and mother of three in Berkeley, California. My growing-up in Freeport was undemanding and in many ways privileged. The public schools I attended were dominated by athletics and rarely inspiring intellectually, but I enjoyed a small circle of interesting friends, despite my ineptitude at team sports and my preference for reading. Life was enriched by frequent outings to Jones Beach State Park (where my father was the medical officer for many years), family skiing vacations to New England, and many outdoor adventures with the Boy Scouts and later the Putney Summer Work Camp.

Sloan Prize from the General Motors Cancer Foundation (1984), the Gairdner Foundation International Award (1984), and the American College of Physicians Award (1987). In addition, I was elected to the National Academy of Science (1984) and the American Academy of Arts and Sciences (1988). I received an honorary degree from Amherst College (1985) and the Alumni Gold Medal from the College of Physicians and Surgeons (1989), and I have been the American Cancer Society Professor of Molecular Virology since 1984.

As part of his initiative to invest in a Research Fund for the 21st Century, the President—with the strong endorsement of Vice-President Gore and Secretary Shalala— is asking for $14.797 billion dollars for the NIH for the coming year, an increase of $1.15 billion (or 8.4%) over our FY 1998 appropriations of $13.647 billion. In addition, the Administration's five-year budget projection anticipates requests for increases for the following four years in an effort to develop stable growth to a level of $20.188 billion, approximately 50% above our current appropriations, by FY 2003. My colleagues and I—and virtually all who support, or are supported by, the NIH—are enthusiastic about the prospects for building vigorously on the handsome increases the NIH has received over the past few years, when budgetary prospects were more problematic. We are heartened by this year's request, in part, because it embodies optimistic views about the nation's future: that our economic status has markedly improved with the balancing of the Federal budget; that the government now has the means as well as the responsibility to invest in projects that will benefit its people; and that our science is viewed as important for achieving many of those benefits, including improved health for people here and around the world.
