El estallido de una nueva guerra árabe-israelí en 1967 le hizo volver al reunificado Partido Laborista, erigiéndose en líder de su ala moderada. Desempeñó varios ministerios en los Gobiernos de Golda Meir e Itzak Rabin. Con este último ocupó la cartera de Defensa, cargo que le proyectó a la presidencia del gobierno tras la dimisión de Rabin en 1977.
