He was made a member of the Politburo in 1980 and general secretary of the Communist party in 1985. Gorbachev immediately undertook a campaign against corruption and economic mismanagement in the party bureaucracy, launching the drive for glasnost (openness). In 1987, Gorbachev announced proposals for economic perestroika (reconstruction) with the aim of decreasing the authority of central government and promoting democracy.
