It is generally regarded as the supreme commendation in the world today. The prizes were instituted by the final will of Alfred Nobel, a Swedish industrialist, and the inventor of dynamite. He signed his will at the Swedish-Norwegian Club in Paris on November 27, 1895. He was shocked to see how his invention was used for destructive purposes and wanted the prizes to be awarded to those who served mankind well. It is bordered by Norway on the west, Finland on the northeast, the Skagerrak and the Kattegat on the southwest, and the Baltic Sea and the Gulf of Bothnia on the east. Due to the relatively small number of inhabitants, Sweden's landscape is known for its peace and the large forests and mountainous wilderness.

Eklof (10-21-01) Forevermore In his profound and stirring book, Mans Search for Meaning , Holocaust concentration camp survivor Viktor Frankl wrote; On the average, only those prisoners could keep alive who, after years of trekking from camp to camp, had lost all scruples in their fight for existence; they were prepared to use every means, honest and otherwise, even brutal force, theft, and betrayal of their friends, in order to save themselves. We who have come back, by the aid of many lucky chances or miracleswhatever one may choose to call themwe know: the best of us did not return. " The best of us did not return ." If Ive remembered nothing else since reading Frankls book, these brutally honest and terribly haunting words have stayed with me over the years, " The best of us did not return ." Indeed, many who survived were the Capos , the title given to those Jewish prisoners who never went hungry in the camps, and gained many other privileges by acting as ruthless trustees. Extractions: In April 2003 we went to Santiago de Chile for the 108th IPU Conference, at the height of the Iraq conflict, and took the opportunity to have bilateral meetings with our Chilean hosts. We are very grateful to Mr Greg Faulkner, who was HMA Santiago at the time, for arranging these meetings. These bilateral periods have proved to be a valued addition to our Conference activities, which we hope to be able to continue. The week of the Conference itself was overshadowed by the events in Iraq, as you can read in the account elsewhere in this report. Incidentally, it was the last such gathering to be called a Conference. In October, the first of the 'mini' Assemblies was held in Geneva, following the conclusion of the IPU Reform process. The major issue for our delegation was to resolve the impasse on the issue of visas for the 110th Assembly due to be held in London in March/April 2004. As is now known, we were unsuccessful. This is a matter of deep regret for me, my Secretariat team and our prime contractor for organising the event, Concorde Services Ltd. Further details of this development are in the Chairman's report and on the IPU Headquarters website: www.ipu.org, where you should also be able to find details of the business conducted during the Assembly.

Extractions: The Nobel Peace Prize (where Nobel is pronounced with the stress on the second syllable) is one of five Nobel Prizes bequested by the Swedish industrialist and inventor Alfred Nobel . While the Physics, Chemistry, Medicine and Literature Prizes are awarded annually in Stockholm , the Peace Prize is awarded in the Norwegian capital of Oslo . The Norwegian Nobel Committee , whose members are chosen by the Norwegian Parliament , is appointed to select the laureate for the Peace Prize, and the prize is awarded by its chairman, Dr. Ole Danbolt Mjøs . At the time of Alfred Nobel's death Sweden and Norway were in a personal union in which the Swedish parliament was solely responsible for foreign policy and the Norwegian Parliament was responsible only for Norwegian domestic policy. Alfred Nobel therefore stipulated that the Peace Prize be awarded by Norway rather than Sweden in order to prevent the manipulation of the selection process by foreign powers. According to the will of Alfred Nobel the prize should be awarded "to the person who shall have done the most or the best work for fraternity between the nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses".
