The U.S. State Department intervened to allow Belo to leave Jakarta, Indonesia, said Organizers of Jubilee Justice, a four-day Catholic conference at the University of California, Los Angeles dealing with social activism. Belo, who won the 1996 Nobel Peace Prize for his work on behalf of peace and democracy in the troubled Indonesia territory East Timor , is scheduled to give a keynote address Saturday. Belo was not allowed to leave the country Wednesday, prompting friends and supporters to speculate the Indonesian government was retaliating against Belo for his activism in East Timor . Catholic officials originally believed Indonesian officials prevented Belo from traveling because nationals are not allowed to leave the country within six months of their passport expiration dates. Belo's passport expires in October.

Extractions: BISHOP BELO AND RECONCILIATION Extracts from an interview with Bishop Carlos Felipe Ximenes Belo, SDB, Bishop of Dili Diocese and Nobel Peace Laureate. Cidadaun, No. 10, October 2001 Translated by Jose Estevao Soares, Interim Office, CRTR What is your opinion about reconciliation? Many people talk about reconciliation but unfortunately we do not have comprehensive, complete justice yet. A commission, which in Portuguese we call Comissão de Acolhimento, Verdade e Reconciliação , similar to the South Africas, is being established. My hope is that all political parties and sections of society will have enough humility to cooperate with that Commission. Some political leaders propose general amnesty, but the people want something different. They should listen to the people! Because the voices coming loudly from the ground are demanding justice. They dont understand amnesty or its purpose. If theres amnesty, who should offer it? If its given, some will try and take the law into their own hands. Amnesty will never work. So justice and truth must be upheld. If someone has done wrong, thats wrong. If someone has not done wrong, then he has nothing to answer for. Should reconciliation and justice go together?

Extractions: Site Index Subject: KY: E. Timor independence next year too early: Belo E. Timor independence next year too early: Belo News TOKYO, Sept. 15 (Kyodo) East Timor's spiritual leader, Dili Bishop Carlos Felipe Ximenes Belo, said Friday independence next year would be ''too early'' for the territory. In a press briefing in Tokyo, Belo said, ''It is necessary to prepare for independence. We don't know yet about our Constitution, our central bank. I think is it better to wait one to two years.'' Belo, who won the 1996 Nobel Peace Prize, said the East Timorese ''now enjoy more freedom'' despite poor conditions in the territory. On Aug. 30, the U.N.-administered East Timor marked the first anniversary of its vote for independence from Indonesia. Belo said the National Council of Timorese Resistance, an umbrella organization of pro-independence movements and activists inside and outside East Timor, and the U.N. Transitional Administration in East Timor apparently consider that East Timor ''should be independent at the end next year.'' Belo said there is a need to guarantee security on the border with West Timor should the 8,000-strong U.N. peacekeeping force withdraw from the territory following a declaration of independence in one year.
