The transportation sector is currently responsible for approximately one-quarter of greenhouse gas emissions in the United States and is expected to be one of the fastest growing sources of greenhouse gas emissions in the foreseeable future, due to increased demand for motor gasoline, jet fuel, and diesel fuel. In May 1999, the DOT Center for Climate Change and Environmental Forecasting was created to insure that these critical issues were addressed. The Center is the focal point in the DOT of technical expertise on transportation and climate change. Through strategic research, policy analysis, partnerships and outreach, the Center creates comprehensive and multi-modal approaches to reduce transportation-related greenhouse gases. The Center advances timely and effective transportation initiatives to reduce greenhouse gases and preserve the transportation infrastructure. The Center develops and evaluates strategies, and promotes technologies, which encourage livable communities by fostering economic development, mobility, safety, and social equity. The FHWA plays an integral role in Center activities and the selection of research projects. FHWA has also conducted research, separate from the Center, on climate change issues.

Are we developing effective mechanisms for bridging disciplinary divides? Within this general framework of inquiry we propose to examine three themes in particular. Human beings have changed planet earth; we have done much harm. One of our accomplishments is to extract and burn most of the fossil fuel deposits on the planet. We have increased the concentrations of greenhouse gases in the atmosphere and are now observing the changes in weather patterns and climate that are a result of our actions. Greenhouse gases are carbon dioxide, methane, nitrous oxide and chlorofluorocarbons (CFCs). These gases act like the glass covering a greenhouse, letting sunlight in but blocking some of the infrared radiation from the earth's surface that carries heat back into space. The gases act like a blanket wherever their concentration increases. Local concentrations increase local heat and increased differences between hotter and colder regions drives weather events into more extreme ranges. Over many years, the total amount of these gases accumulates and the average temperature of the whole planet is increasing. The planet's thermostat had been set at a pleasant average temperature of 59 degrees (F) for the last 10 thousand years or so and is now poised to undergo a rapid change. Global warming means that the earth retains more of the sun's heat over time. Heat drives weather and increased heat means increased turbulence in the atmosphere. What the consequences might be have to do with the distribution of this extra heat and its effect on ocean and air circulation patterns. We can accept paradoxical weather results as the extra heat makes systems more unstable.

Global changes, ranging from greenhouse warming and sea level rise to shifts in land use and urbanization, pose fundamental challenges for basic research in environmental science. The Center on Global Change at Duke University was established in response to rapid change in society's demands on science and a consequent shift in the way environmental science is done. Its goals are to develop the scientific and technical basis for recognizing and forecasting changes in the Earth's biotic environment and to foster interdisciplinary graduate training in global change. Center activities include focused working groups that target specific research topics, as well as seminars, short courses and workshops. The organization of the Center on Global Change is intended to provide for a broad-based research and training program that might otherwise not occur. The structure is designed to provide a framework for multiple, but explicit, directions of scientific inquiry. The focus on working groups that address specific research needs is intended to facilitate interdisciplinary research programs that need the initial support often difficult to obtain through traditional funding mechanisms.

It operates as a blanket that holds in the warmth of the sun; it provides a moving current that spreads that warmth from the equator to the poles; it holds and releases water for the biota that need it. The way it works is this: the radiation from the sun hits the Earth as a form of energy, a very intense energy that has a short wave-length. Some of the energy is absorbed by the atmosphere, some of it is reflected, and some is transmitted to the surface of the Earth as heat and light. If we did not have an atmosphere we would be a ball of rock that was too hot or too cold, most likely alternating between the two. In the long history of the planet, it took a long time for the correct balance to be found that would support life. When the energy that gets through the atmosphere reaches the surface, it is reflected back out to space, but it has been changed from a short-wave energy (radiation) to a long-wave energy (heat), and the atmosphere stops much of this energy from escaping, just as a pane of glass lets in the short-wave energy that is sunlight, but prevents much of the long-wave energy that is heat from going right back out.
