Within 15 years of the first successful flights in a heavier-than-air craft under power and control, the optimum configuration began to dominate the aviation scene. The aerodynamically efficient high aspect ratio wing combined with a simple to manufacture, structurally efficient cylindrical fuselage and a tailplane and fin mounted to the rear was considered the best design. The following 80 or so years were then devoted to refining this arrangement to squeeze out every last drop of performance. In any event, with returns on investment diminishing, it is becoming clear that if significant gains are to be made, a radical departure from the status quo will be required. The jump across to a bifurcation in the evolutionary tree will be difficult. Much of the huge investment that has been put into the development of current civil transport aircraft will be written off along with decades of design experience. The development of a novel configuration requires a significant investment far in excess of that required to create a new member of an existing family of aircraft e.g., Concorde, B-2... The commercial risk involved would also be a major factor in deciding if the venture should be given the go ahead. Very large returns would need to be achievable to outweigh these disadvantages.

    This divison has two bureaus:
    Safety and Education
    and Airport/Airways
    The Montana Aeronautics Division is responsible for providing for the protection and promotion of safety in aeronautics. The Division facilitates the maintenance of airports and the various components of airport infrastructure, including visual and electronic navigational facilities and flying aids. Efforts to foster, promote, and supervise aviation and aviation safety are coordinated through educational efforts and programs, registering aircraft and pilots in accordance with Montana laws and regulations; and coordination and supervision of aerial search and rescue operations. In accordance with the maintenance and safety aspects of the Division's overall mission, it administers a loan and grant program to municipal governments to fund airport development and improvement projects.
