(AP) The FBI has issued a "very vague" alert warning that people with suspected ties to terrorist groups have used the Internet to access information on stadiums in the United States and Europe.
FBI officials say images of the RCA Dome in Indianapolis and the Edward Jones Dome in St. Louis were downloaded from WorldStadiums.com, a Web site with information about sports venues around the world. "There's no specific threat," said Bill Eubanks, head of the FBI's St. Louis office. "They just simply accessed the Web site." "The worst thing we can do is buckle under terrorism. That's what (terrorists) want us to do, thinking they can disrupt our lives," said Eubanks. "But certainly we should have caution and awareness."

USA Today reports on a study by University of Dayton economists Marc Poitras and Larry Hadley: privately financed sports stadiums pay for themselves. Tax dollars aren’t necessary to make them viable. Somehow I doubt that the study will slow the pace of publicly financed sports stadiums. While it may make it more embarrassing for franchise owners to ask for public handouts, what’s a little stigma among friends? The success of the begging strategy is mainly due to the threat of exit—owners demand public financing as a way of extracting money from cities fearful that teams will leave. There isn’t free entry into sports leagues—leagues tightly control new entrants—so cities are always vulnerable to the threat of a team leaving.

To find out more, see Roger Noll and Andrew Zimbalist's edited book, Sports, Jobs, and Taxes: The Economic Impact of Sports Teams and Stadiums America is in the midst of a sports construction boom. New sports facilities costing at least $200 million each have been completed or are under way in Baltimore, Charlotte, Chicago, Cincinnati, Cleveland, Milwaukee, Nashville, San Francisco, St. Louis, Seattle, Tampa, and Washington, D.C., and are in the planning stages in Boston, Dallas, Minneapolis, New York, and Pittsburgh. Major stadium renovations have been undertaken in Jacksonville and Oakland. Industry experts estimate that more than $7 billion will be spent on new facilities for professional sports teams before 2006. Most of this $7 billion will come from public sources. The subsidy starts with the federal government, which allows state and local governments to issue tax-exempt bonds to help finance sports facilities. Tax exemption lowers interest on debt and so reduces the amount that cities and teams must pay for a stadium. Since 1975, the interest rate reduction has varied between 2.4 and 4.5 percentage points. Assuming a differential of 3 percentage points, the discounted present value loss in federal taxes for a $225 million stadium is about $70 million, or more than $2 million a year over a useful life of 30 years. Ten facilities built in the 1970s and 1980s, including the Superdome in New Orleans, the Silverdome in Pontiac, the now-obsolete Kingdome in Seattle, and Giants Stadium in the New Jersey Meadowlands, each cause an annual federal tax loss exceeding $1 million.

ew sports stadiums are not important compared to other funding priorities, said Dan McElroy, chief of staff for Gov. Tim Pawlenty and chairman of the governor’s stadium commission. Nate Denay, Daily Dan McElroy, Gov. Tim Pawlenty’s chief of staff and stadium committee chairman, speaks with colleagues following a speech in which he discussed stadium options for the Gophers and Minnesota professional sports teams. McElroy, who spoke at a Carlson School of Management luncheon Tuesday, said building stadiums is not the state’s main concern. “I don’t mention (stadiums) in my speeches because it’s not as important,” he said during a question-and-answer session following the speech. He said the Twin Cities area would thrive with or without the new stadiums. “We do not have to make investments in sports stadiums,” he said. “(The Twin Cities) can be a very great place to live and just have basketball and hockey.”

Economics professors Marc Poitras and Larry Hadley examined the 13 stadiums built between 1989 and 2001 and concluded teams would probably recover all or nearly all the cost of construction if the ballparks were built with private money instead of taxpayer money. "The bottom line is that these new stadiums generate sufficient revenue to pay for themselves," Hadley said Wednesday. "If the stadium pays for itself internally, that should be sufficient motivation for the owners to build it." "Amen," said Jerry Geisel of suburban Kettering, a Chicago Cubs' fan and season-ticket holder for the minor league Dayton Dragons. He opposes public financing of stadiums. "It's a business," Geisel said.
