The New York State Economic Development Zones Program was created in 1986 by the NYS Economic Development Zones Act to stimulate economic growth in designated areas. Renamed the Empire Zones Program in 2000, the program seeks to assist these areas through a variety of financial incentives and economic development benefits designed to attract new businesses and to enable existing businesses to expand, therefore, to create new jobs and encourage private investment within the designated zones. Specific benefits that the program provides are a combination of tax credits reduced utility rates authorization for special low-interest loans , and priority attention from State agencies for new and expanding businesses . The legislation creating the program provides these benefits through specific amendments to the General Municipal Law (GML), the Public Authorities Law, the Tax Law, the Real Property Tax Law, the Urban Development Corporation Act, and the Public Service Law. Once designated, a locality with jurisdiction for a zone is required to promote and facilitate the development of new business and the expansion of existing businesses in the zone. Working through a Local Zone Administrative Board (ZAB) , the locality is expected to achieve these goals by enlisting the active support of local industrial development and public finance agencies, making necessary improvements to infrastructure serving the zone, offering other local incentives, and expediting the issuance of local permits and licenses.

The resolution passed by a 12-1 vote, with Frank Proto, R-Caroline and Danby, casting the lone "no" vote. Barbara Blanchard, D-Town of Ithaca, and Leslyn McBean-Clairborne, D-City of Ithaca, were not present at the meeting. The resolution has a special meaning to Tompkins County, as it is one of only 11 in the state that do not have Empire Zones designated areas throughout the state that offer special incentives to encourage economic development, business investment and job creation. Certified businesses located within a designated zone are eligible to receive significant tax credits and benefits. Even though an overwhelming majority of the Legislature supported the resolution, not everyone supports Empire Zones, including some members who voted for it.
