With their allegiance to both the Hippocratic oath and military guidelines sometimes in conflict, how do combat doctors decide whom to treat? The ethics behind whom American combat doctors should treat in a war zone is complicated. At its most challenging, it can leave physicians like myself and other military medical personnel feeling they're serving two masters: Hippocrates and Uncle Sam. The one calls for treating whomever needs our help; the other, through the agency of the armed forces, has restrictions on whom we can and cannot take under our care. In the end, I believe the battlefield doctor has a duty to a third master: him- or herself. For in the complex circumstances of a combat zone, decisions of how best to resolve this dichotomy between care-for-all and care-for-some should ultimately rest with each doctor. In my 20-plus years as a doctor in the military, I have served field units in the first Gulf War, the Balkans, and Turkey, and in February 2003 I deployed to the Gulf with the 10th Combat Support Hospital (CSH). It was during and after this deployment that the true intricacies of combat medical ethics really came home to me.
Rules of engagement As could have been the case with my own career, few military nurses, and fewer physicians, ever deploy to a combat environment. The vast majority of my colleagues serve either an obligation of a few years or sometimes an entire career safe at home in comfortable, state-of-the-art medical facilities. Some have not ventured from the medical centers in which they trained. Instead they provide care to stateside active-duty soldiers, sailors, airmen, and marines and their dependents. Foremost among their patients are retired servicemen and their spouses. Very few expect ever to stand at the gates of a CSH or MASH (Mobile Army Surgical Hospital) determining who is or is not eligible for care. Nor should they.

Each person must be on one team or the other; the number of people on the two teams must not differ by more than 1; the total weight of the people on each team should be as nearly equal as possible.
Input
The input begins with a single positive integer on a line by itself indicating the number of the cases following, each of them as described below. This line is followed by a blank line, and there is also a blank line between two consecutive inputs. The first line of input contains n the number of people at the picnic. n lines follow. The first line gives the weight of person 1; the second the weight of person 2; and so on. Each weight is an integer between 1 and 450. There are at most 100 people at the picnic.
Output
For each test case, the output must follow the description below. The outputs of two consecutive cases will be separated by a blank line. Your output will be a single line containing 2 numbers: the total weight of the people on one team, and the total weight of the people on the other team. If these numbers differ, give the lesser first.

Objectivity in environmental science can turn to subjectivity when human nature takes its course BY STEPHEN K. RITTER E nvironmental science is a tricky game. While we trust that research studies reported in peer-reviewed journals are objective, the subsequent interpretation of the data can be quite subjective, depending on which side of the fence you are standing on.
Massaging numbers to advance one's point of view is common and expected. However, the reason people pick a sidethe reason for the subjectivityis complicated. Policy decisions generally are politically motivated, while business decisions are most often driven by financial interests. Efforts by environmental advocacy groups also can be politically and financially motivated, but they are influenced more by personal beliefs. People often interchange these political-business-advocacy roles from one issue to the next, depending largely on their feelings. People also choose their jobs and careersand researchers choose their field of researchbased on their passions. This role of being humanestablishing our self-identityusually escapes recognition when it comes to discussing the environment. The broad range of relationships that people have with nature is just beginning to be studied by psychologists, sociologists, and scientists. This is an important beginning, because a better understanding of how our emotions and beliefs influence decision-making could go a long way in helping to formulate a global environmental policy that works and is acceptable to everyone.

Monday, February 2, 2004 PARIS You cannot patent software in the European Union today - except if the software is part of a separate invention or process, and even then, it depends on your country.
That can be a murky way to define a patent, both critics and supporters of the status quo would agree, and they are locked in a tempestuous tug of war to pass a new law in their favor.
On one side is big business - largely corporations with large research investments and scores of patents - which wants to make all software patentable in the EU to mirror U.S. and Japanese law and preserve their right to collect royalties and protect their work.
The opponents - made up of small and medium-size software companies, academic institutions and supporters of "open source" software, among others - want to make sure software cannot be patented at all, allowing them to create software without fear of lawsuits.

After her death, however, her wealth has pitted more than a dozen well-known charities against a Portland minister in a dispute over what she intended to do with roughly $20 million. P-I FILE / 1930 Evelyn Egtvedt, who died in 2002 at age 100, changed her will in her final years. A judge must ultimately decide whether Egtvedt had a change of heart about her philanthropy in her final years or whether the minister wedged his way into her life, pledging true friendship and taking advantage of her at a time when the charities say her mind was slipping. The charities including Children's Hospital and Regional Medical Center, United Way of King County and Pacific Lutheran University have banded together to challenge the last changes made to Egtvedt's will.

By using less fuel and producing less exhaust, snowcoaches offer a cleaner alternative to snowmobiles in Yellowstone National Park, while still allowing visitors to see the wonders of Yellowstone in the wintertime.
Yet that relatively tiny number of winter visitors is at the heart of a very large legal, political, and philosophical dispute, one that in the past few weeks has taken a dizzying number of twists. The conflict is emblematic of an old paradox built into the national park system and reflects a deep and irreconcilable division in the way Americans perceive their native landscape.
On the surface, the dispute is about snowmobiles. Four years ago, the Clinton administration announced it would phase out the machines' use in Yellowstone and Grand Teton national parks, cutting the permitted number in half for the winter of 2002-03 and banning them altogether in 2003-04. Prohibiting the polluting machines was the only way, the National Park Service (NPS) concluded, that it could comply with federal standards regarding park air quality.
The decision to ban the machines was not reached abruptly. The NPS began working on its winter management plan in response to a 1997 lawsuit filed by the Fund for Animals, alleging that the park had failed to consider the effect of motorized traffic on wildlife such as bison and elk.
