In his youth he was the only one in his revolutionary cell to escape after an attempt to assassinate a dictator. He cut a bullet out of his leg with a penknife and made his way on a donkey across the desert to Syria. On another occasion he held off an overwhelming force of policemen assaulting his hideout until he ran out of bullets for his pistol. With Ayatollah Ruhollah Khomeini's forces pushing six miles into Iraq and threatening the key Iraqi port of Basra, Mr. Hussein is facing the gravest crisis of his career, one in which he will need all his legendary strength. The costly 22-month old border war with Iran marked Mr. Hussein's bid to become the leading figure in the Persian Gulf region and the Middle East, the champion of the Arab world. Instead, his highlytouted army appeared ill-led and inept. The assault soon bogged down, and this spring the supposedly disorganized Iranians began a series of smashing attacks that drove the Iraqi troops back to their borders. Hussein Gloried in War Mr. Hussein closely identified himself with the war. Every day the state-controlled newspapers and television called it ''Saddam's Qadesiyya,'' after the seventh-century battle in which Arab armies, fighting under the flag of the new religion of Islam, swept out of the desert to defeat the Persians, who then ruled between the Tigris and the Euphratres.

Increasing numbers of Iraqis appear to agree with these sentiments. They have ominous implications for the coalition forces. Gratitude for liberation usually has a short shelf life, and Iraq will be no exception. As a middle-aged factory manager put it, "Thank you, Americans. But now we don't need anybody to stay here anymore." However delighted they are to be rid of the Saddamite nightmare, Iraqis mentally live in a world of conspiracy theories, causing many to harbor deep suspicions of coalition intentions. "Yes to Islam" in effect means "Yes to Iranian-style militant Islam." The introduction of that failed system would be a disaster for Iraq and would revive the Khomeini message, which by now has lost nearly all appeal in Iran. This state of affairs leaves coalition forces in a bind: As vanquisher of the Saddam Hussein regime, they aim to rehabilitate the country, which means sticking around. As liberator of the country, they must respond to Iraqi wishes, which means getting out fast.

Further, I predict Iraqis will prevail, and I do so on the basis of two presumptions: Iraqis don't want Americans to rule them; and Iraqis care much more about the future of their country than do Americans. For the sake of argument, let's assume my reasoning is correct, the American government abandons its goal of "a free and peaceful Iraq," and coalition forces prepare to leave Iraq on less-than-optimal terms. What would then be the least-bad outcome? Having the central government control the entire country and patrol its borders, contain radical ideologies and ethnic tensions, and not attack neighbors. Further, it would ensure reasonable freedoms, permit the economy and culture to develop, dispatch oil and gas to the outside world, and move toward increased political participation. Fine, but how to achieve this?
