The EPA decision gives manufacturers until 2012 to cut pollution from their vehicles to 50 percent of today's levels. The EPA hailed the new standards as a public health victory. Environmental groups say the new standards allow inefficient two-stroke snow-mobile engines to remain on the market. According to a press release (PDF) from Bluewater Network, two-stroke engines release one third of their fuel, unburned, into the environment while four stroke engines with catalytic converters can reduce emissions by 98 percent.

Wednesday, 26 May 2004 EARTH TALK From the Editors of E/The Environmental Magazine Dear EarthTalk: Why are environmentalists trying to get snowmobiles banned from national parks? —Deborah Beck, Ketchum, ID According to the San Francisco, California-based Bluewater Network, which wants to ban snowmobile use in national parks, 250,000 snowmobiles are operated in America's park system each year, with some 60,000 snowmobiles zooming through Yellowstone National Park alone. Counting all snowmobile usage nationally, in and out of national parks, about 2.3 million take to the powder every year. The main issue is the vehicle's two-stroke engine, which is a major polluter. According to Bluewater, the air pollution from these dirty machines is so bad that some Yellowstone Park Rangers now wear respirators to protect themselves. Further, these engines dump 25-30 percent of their fuel unburned out the tailpipe onto vegetation and soil and into the water and air. According to Katy Rexford, Public Lands Associate for Bluewater, snowmobiles dump more than 100,000 gallons of fuel and 2,500 gallons of oil into Yellowstone's ecosystem every year. Banning two-stroke engines in favor of four-stroke engines would make snowmobiles 80 percent cleaner, says Rexford. But switching to four-stroke engines will not greatly affect the noise pollution. The piercing noise of snowmobiles is also at issue; studies have shown that snowmobiles can be heard 90 percent of the time in Yellowstone, thus destroying natural soundscapes and diminishing opportunities for more contemplative forms of recreation.

The latest ruling, by U.S. District Judge Paul Friedman, gives the administration until June 1 to release the records of the task force's executive director and others who carried out its day-to-day operations. "It's time for the Bush Administration to come clean," says NRDC senior attorney Sharon Buccino. "Once Congress and the American people learn what happened behind those closed doors, our national energy plan will be revealed for what it is payback to corporate polluters." Besides exposing who shaped the administration's energy plan, the full records of the Energy Task Force could shed light on a related case against Vice President Cheney that goes before the Supreme Court this month. In that case, Judicial Watch and the Sierra Club have argued that industry lobbyists were, for all intents and purposes, members of Cheney's task force making the task force subject to a federal law that requires a balanced and open process. (Steve Burdick ref Some Known Models (Alphabetical order) Arctic Cat: David Wood wrote 11 Mar 1996 to rec.sport.snowmobiles: OMC put 500cc rotaries in both Johnson and Evinrude snowmobiles. They were very large sleds, but had electric start and reverse to make them a little easier to live with. These engines came in two flavors, 35 and 45 horsepower. I haven't heard much about the 35s but the 45s had some trouble with the shaft of the secondary throttle plate breaking and allowing the plate into the engine thus destroying the rotor housing. I know two people that seem to have a morbid fascination with these things and have at least half a dozen of them between the two. Most of them are just used for parts, however, as only two of the 6 or so sleds are in running shape, so that says something about the OMCs I would say. About 15,000 rotary engines were manufactured by OMC for their snowmobiles and about 125 million dollars were expended for development (equivalent 1997 dollars). A correspondent writes: "I had a chance to spend a couple days one weekend in 1968 with a Scorpion MkIII. I probably put 18 hours on one. The engine was most impressive, especially considering it's displacement. It had loads of torque and plenty of horsepower. The goofy thing would pull hard and fast from the bottom all the way to its redline. It was rather quiet and smooth as I recall. It was way ahead of every other comparable engine in use at the time. It was also way ahead of the chassis of the time."
