The gasoline engine has an advantage in being able to produce more HP for a given weight of engine. This is a tradeoff, of course. Situations which call for wheel speed, such as crossing bottomless mud or climbing very loose hills, imply superiority for a gasoline engine. Lots of low-speed travel, cruising at 10 MPH, give a distinct advantage to the diesel. The diesel torque superiority becomes apparent when towing large trailers, or an otherwise heavily laden rig. The fuel economy advantage during slow cruising is profound. While diesels at maximum power output consume about 75% as much fuel compared to gasoline engine producing the same power, when both engines are producing 20% of their maximum power, the diesel consumes about 35% as much fuel. Of course, both diesel and gasoline engines vary in their particular consumption of fuel. Secondary considerations include the greatly improved safety of diesel compared to gasoline; diesel is hard to light on fire even if you try.

But 70% of funding for trail construction supports motorized recreation. According to a national survey conducted by Outdoor Recreation in America, only 5 percent of the survey population stated they participated in motorcycling or other motorized recreation. Environmental Impact Two stroke engines (used for personal watercrafts, dirt bikes and snowmobiles) discharge 25-33% of their fuel unburned into the air. A snowmobile with a two-stroke engine operating for four hours can emit between 10 and 70 times as much carbon monoxide and between 45 and 250 times as many hydrocarbons as an automobile driven 100 miles. Off-Road Vehicles: Off-road vehicles (ORV) cause irreparable environmental damage. Motorized vehicles are capable of traveling into backcountry areas, contributing to habitat fragmentation, exotic weed dispersal, air and noise pollution, soil compaction and erosion. ORV's cause intense soil disruption, destroying soil structure and increasing vulnerability to wind and water erosion. They also compact the soil, inhibiting infiltration of water. This increases runoff during heavy rains and results in increased erosion.

Several items have prompted the need for this new plan. Since the closure of the Dredge Lakes area, there is no legal area for All Terrain Vehicle (ATV's) owners to ride in the spring, summer, and fall. Access to snowmachine riding areas are also very limited. The existing Forest Service Off Road Vehicle (ORV) Plan is now 15 years old and needs to be updated. Given the land ownership patterns where trails often cross from CBJ to State lands to National Forest lands, it is critical that all agencies be involved to develop a coordinated approach to preparing this area-wide ORV plan. A steering committee will be formed composed of representatives from the general public, Juneau Nordic Ski Club, ATV riders, Juneau Snowmobile Club, Trail Mix, Alaska State Parks, Alaska Department of Natural Resources, Forest Service and City and Borough of Juneau.
