NEW DELHI, India Indians have been selling campaign material for decades in Delhi's busy Sadar bazaar. But while rings, bags and flags have long adorned Anand Bhai's campaign shop, now dummy electronic voting machines are hitting the shelves in the capital of the world's largest democracy. They've been a hot selling item ever since election officials announced the move from ballot boxes to electronic voting machines. "Many voters get baffled by the machine," Bhai says, "and candidates use the dummies to educate them." While India first used electronic machines in 1989 elections, this is the first time they've been used in all of India's 543 parliamentary constituencies.

Participants at the PDC will remember that we talked a lot about the Longhorn user experience. An important part of that experience is formed by the performance and responsiveness of the system. Today, I'd like to talk a little bit about the challenge of defining what the Longhorn experience means with respect to performance, especially Avalon performance. In short: How fast does Avalon need to be? (If you want to read more about the Longhorn experience I recommend the Longhorn user experience blog First, I need to make an obvious (but very important) qualification: "speed" is an entirely subjective experience. Lots of work in cognitive psychology has shown that perception of time varies highly among people and across situations. Here at Microsoft we have performed numerous usability studies that confirm this statementthe idea of "speed" depends on an individual's perception of it. Consequently, much of what I write today describes Microsoft's thought process for defining performance goals for a rich user experience that surpasses what we had in Windows XP . In short, I can not provide "the" answer but can only talk about guiding points for how we approach performance within the Avalon team.
