The Robert F. Harney Professorship and Program in Ethnic, Immigration, and Pluralism Studies supports and promotes interdisciplinary research and teaching on ethnic diversity and interethnic group relations in Canadian society in a comparative context. Its purpose is to develop graduate programs in the study of ethnicity, and to involve faculty, professionals, and students from various disciplines. Expertise in the study of ethnicity is greatly valued by social agencies, consulting firms, hospitals, civic organizations, and other institutions that deal with issues that include: immigration and immigrant adjustment, Native Peoples, attitudes towards diverse cultures, minority group conflicts, and cultural diversity policies. The journal Caucasian Regional Studies aims to stimulate an inter-disciplinary debate about these issues among academics from the region itself as well as from appropriate departments in the West and the former Soviet Union.       INTRODUCTION
      Historically, the dynamics of pre-colonial ethnic relations reveal a continuous process of social and cultural evolution and devolution with the most powerful annexing and absorbing the weaker. Some small groups preferred to be subjugated in order to exploit the opportunities of their immediate environment rather than avoid the trouble spots of expansionists and hegemonic ethnic groups. Although waves of migration were largely motivated by the constant search for a more hospitable and sustainable environment, conquest and imposition of an imperialist vision on other ethnic groups by the powerful ones were also critical features of inter-ethnic relations. Virtually every African belongs to a "tribe" or ethnic group and there is nothing fundamentally wrong with belonging to one (Ihonvbere 1994:53). Longdale(1995) prefers to

    "Clanship and familism (the family principle, the idea of the priority of family ties over other social links), so much criticized when discovered in the ruling spheres, still takes place at absolutely all levels, being perhaps the most alien, unintelligible and frightening factor for the russian-speaking urban population" (I. Kostyukova in Central Asian Survay 1994 (3) : 431).
    Introduction
    In this paper, I will discuss the presence of "tribalism" in modern Kirgizia and how it affects Kirgizian politics. Is there a continuity from pre-revolutionary times throughout the Communist era until present time, or do we today see a reinvention of old forms of organization? The former Soviet republic of Kirgizia is situated in the heart of Central Asia, bordering Kazakhstan, China, Tajikistan and Uzbekistan. Most of the population are Muslims. The Kirgizians speak a Turkic language which is closely related to Kazak, Karakalpak and Kazan Tatar. Traditionally the Kirgizians were pastoral nomads. After the Russian conquest, however, they were gradually settled with seasonal migration to the pastures in the mountains. Throughout history the nomadic Kirgizians have organized their politics according to tribal rules and traditions. The most important organizational units have been the tribe, clan and the family. Despite the Soviets' attempts to subdue the traditional forms of organization among the Kirgizians, I will argue that "tribalism", in some respects, has been an implicit form of organization also during Soviet rule.

    Centre for Russian Studies' Database is meant to be used as a reliable source of information on different issues linked directly to developments in Russia.
