Back in my tadpole days, sometime in the Pleistocene, my fellows at Roehm Junior High (Frederick, not Ernst) enjoyed hanging the name of "Scrooge" around my neck. Whether or not they did so in response to my "Bah! Humbug" attitude toward Christmas ("Angels we have heard on high, telling us go out and buy"), I do not now recall. I do remember with perfect clarity my invariable reply: "Scrooge? Scrooge? How dare you call me Scrooge! Scrooge was a weakling. Scrooge gave in – to all that poppycock about Tiny Tim and Christmas goose for common clerks. I assure you, I am no Scrooge. I’m Marley." dramatis personae deserved. According to the former counterterrorism czar Richard Clarke, Deputy Defense Secretary Paul Wolfowitz habitually "belittled" the threat posed by al-Qaida prior to Sept. 11. In one much-quoted passage from Clarke's new book, Against All Enemies: Inside America's War on Terror, Wolfowitz complains at a White House meeting, "You give bin Laden too much credit. He could not do all these things like the 1993 attack on New York, not without a state sponsor. Just because [the] FBI and CIA have failed to find the linkages does not mean they don't exist." Why did Wolfowitz trust his own judgment over the findings of the FBI and CIA? Why, similarly, did Wolfowitz blandly assume that post-Saddam Iraq would quickly get back on its feet? Slate editor Jacob Weiberg last fall offered a plausible explanation for the overconfidence of the Pentagon hawks (including Wolfowitz):
The assumption that events will conform to a preconceived model is a failing to which neoconservatives are notably vulnerable. Part of this may be Marxist residue that never quite washed off. The intellectual descendants of Trotskyists, the neocons find the idea of revolution from above, in which intellectuals and ideas play the crucial role, instinctively appealing. Many neocons also tend to buy into overly deterministic, Hegelian theories of history (see Fukuyama, Frank). In this sense, the assumption that Iraq was destined to become a liberal democracy with just a nudge from the United States is an error akin to Jeanne J. Kirkpatrick's Hannah Arendt-inspired view that Communist totalitarian societies could never reform from within.

Preventive detention for "enemy combatants"

In the new movie Minority Report , the police arrest people for crimes they are expected to commit in the future. Our own government seems to be laying the groundwork for a similar policy. Deputy Defense Secretary Paul Wolfowitz calls Jose Padilla, a.k.a. Abdullah al Muhajir, "a very dangerous man," and perhaps he is. But by locking him up indefinitely without bringing charges, the government is setting a precedent for preventive detention of any U.S. citizen whom the president decides to put on the country's enemy list. This maneuver makes due process disappear through misdirection and circular reasoning: If you're a terrorist, you're an "enemy combatant." Therefore, the government does not have to prove you're a terrorist. Attorney General John Ashcroft says Padilla, a former Chicago gang member who converted to Islam, has met repeatedly with leaders of Al Qaeda, undergone training in the use of explosives, and studied the mechanics of "dirty bombs." The FBI arrested him on May 8 after he flew from Pakistan to Chicago, allegedly to research possible targets. Yet the Justice Department never charged Padilla with a crime. After detaining him for a month as a "material witness," the government decided he was actually an "enemy combatant," so he was turned over to the Defense Department, which is now holding him at the Naval Consolidated Brig in Charleston, S.C.

Craig A. Tovey, Ph.D. Professor Courses Research Craig Tovey is a professor in ISyE and in the College of Computing at Georgia Tech. He received an A.B. in applied mathematics from Harvard College in 1977 and both an M.S. in computer science and a Ph.D. in operations research from Stanford University in 1981. Dr. Tovey's principal research and teaching activities are in optimization, probabilistic analysis, and natural systems. He received a Presidential Young Investigator Award in 1985 and the 1989 Jacob Wolfowitz Prize for research in heuristics. He was granted a Senior Research Associateship from the National Research Council in 1990, and was named an Institute Fellow at Georgia Tech in 1994. He is a member of INFORMS, Sigma XI, and Phi Eta Sigma. The second picture zooms in on the refugee camp where most of the fighting occurred. There's a black oval around the combat zone, where buildings have been demolished by Israeli tanks and bulldozers. The area represents about a tenth of the camp, which itself is only part of the city. "The Palestinian claim in the world-wide media concerning the dimensions of the damage does not stand the reality test," says the IDF. "From the photographs one can unequivocally see that the proportions of the damage in the Jenin Refugee Camp following Operation 'Defensive Shield' are significantly smaller than those described and published." As a team appointed by U.N. Secretary General Kofi Annan begins its investigation of the fighting in Jenin, the IDF's point is not trivial: News coverage has created an exaggerated sense of the destruction caused by Israeli forces. But the attempt to put the damage in perspective does not answer the question of whether it was justified. Likewise, it is important to establish an accurate count of civilian casualties. But even if the true number turns out to be far lower than the Palestinians have claimed, that does not mean the IDF did everything it could to avoid killing noncombatants.

MUSIC (Guitar):
Andres Segovia [1893-1987], from Spain, was the most famous guitarist of all time. He brought the classical guitar from its folk- and dance-related image to the symphonies and concert halls of the most established musical prominence. He developed an approach to plucking the guitar strings with the fingernails of the right hand, which became the dominat school of guitar, displacing the gentler and more lyrical Neapolitan school which used the fingertips. Christopher Parkening is arguably the greatest American performer of Classical Guitar. After a year of intensive Classical Guitar at Brookdale Community College, under Christopher Parkening's master student Barry Eisner, I was able to play a few baroque pieces and original compositions at community college concerts, and then retired to the occasional original song at Woodstock, various parties and resorts, and while hitchiking across America, singing for my supper.
