The shooting down on Sunday of a Chinook helicopter, which claimed more American lives than any episode since the fall of Saddam Hussein, confirms what the Bush administration has spent weeks attempting to deny: The occupation of Iraq is going badly. It is not at all surprising that we've run into trouble over there. The difficulties we have faced, from looting to the lack of viable institutions, were largely to be expected from a devastated post-totalitarian society in a part of the world overwhelmingly hostile to the United States and its interests. What is surprising—amazing, in fact—is how unprepared we were for these problems. Much of the discussion in the postwar period was focused on the question of where those weapons of mass destruction went. An even more important question is how the Bush administration failed to prepare for what it knew was coming. How did the world's greatest military power plan the invasion of a country without also planning its occupation? David Rieff's Nov. 2

    September 29, 2003 SPRT Maureen Dowd writes this about Paul Wolfowitz: As riveting as Midge finds Rummy, it is her description of Paul Wolfowitz as a "former mathematician" that riveted me. The whole attitude of Rummy and Wolfie at Congressional hearings was "Barbie hates math." They couldn't come up with a concrete number for anything. Skeptical, I checked and discovered that Wolfie's father was a mathematician from Cornell who specialized in probability and statistics; he hoped his son would follow in his footsteps, considering political science on a par with astrology. Instead, his son chose the field of obscuring probability and statistics, refusing to cooperate with lawmakers to add up how much the war was going to cost in dollars and troops and years, or to multiply the probable exponential problems of remaking the Middle East, or even to subtract the billions that were never coming from snubbed allies. I guess Wolfie never calculated the division in America his omissions would cause when we finally got a load of the bill — including $100 million to hide the families of 100 Iraqis in the witness protection program, $19 million for post office Wi-Fi, $50 million for traffic cops and $9 million for ZIP codes. At these prices, the Baghdad ZIP better be 90210.

    Powell's advocacy of a more limited war against terrorism squares with the views he expressed during the previous Bush administration and his attitude toward military intervention in general. The "Powell Doctrine"a term first used by Bob Woodward in a 1990 Washington Post article about the Desert Shield deployment in advance of the Gulf Warstands for the idea that the United States should intervene militarily only as a last resort and only then with overwhelming, decisive force. This doctrine was supposed to provide an analytic framework for deciding when America should and shouldn't start shooting in the post-Cold War world. In fact, the case for infrequent use of massive force was originally described as a "Cheney-Powell Doctrine." It became Powell's alone when the then-Joint Chiefs chairman and the then-secretary of defense split over the Gulf War. Powell, for whom Vietnam has been a deep and lasting influence, argued for giving economic sanctions and diplomacy more time to work before responding militarily to Saddam's invasion of Kuwait. Cheney's contrary view, in favor of an immediate and large-scale military assault on Saddam's army, carried the day. Powell was also an advocate of ending the war after only 100 hours, without removing Saddam Hussein from power. In that case, his view prevailed. In subsequent episodes, Powell was typically on the side of non-intervention. Before he retired as chairman of the Joint Chiefs, he even took the unusual step of arguing publicly against the commitment of U.S. forces in Bosnia.

    Picked up for research purposes, and immediately became totally absorbed in, Rise of the Vulcans: The History of Bush's War Cabinet, Vulcans is also just fascinating about the education of Paul Wolfowitz, in particular its portrayal that Wolfowitz's true "Straussian" conversion was second hand, via his Cornell house tutor Allan Bloom, "Professor Ravelstein" from Saul Bellow's eponymous novel. [Was also interesting to learn that Abe Shulsky, the director of the infamous Office of Special Plans, was also, with Wolfowitz, a member of the elite Cornell "Telluride" house under Bloom's tutelage in 1963]. Wolfowitz's father, Jacob Wolfowitz, was a respected professor of statistics at Cornell while Paul studied there, and relations between the elder Wolfowitz and Bloom, who had captured the imagination of his son, were tense, in part because the father wanted the son to stay in mathematics and away from the liberal arts. When Wolfowitz ultimately defied his father's wishes to pursue graduate studies at the University of Chicago with Bloom's mentor Leo Strauss, Wolfowitz and Strauss never became very close. The professor was near the end of his career at the university, and left before Wolfowitz completed graduate school. Wolfowitz took two of Strauss's courses on political theory, one on Plato and the other on Montesquieu...Yet, Wolfowitz didn't talk much about Strauss in those days...As his own career progressed, Wolfowitz came to distance himself from any identification with Strauss.
