Introduction
How did Statistical Quality Control Begin? Historical perspective Quality Control has been with us for a long time. How long? It is safe to say that when manufacturing began and competition accompanied manufacturing, consumers would compare and choose the most attractive product (barring a monopoly of course). If manufacturer A discovered that manufacturer B's profits soared, the former tried to improve his/her offerings, probably by improving the quality of the output, and/or lowering the price. Improvement of quality did not necessarily stop with the product - but also included the process used for making the product. The process was held in high esteem, as manifested by the medieval guilds of the Middle Ages. These guilds mandated long periods of training for apprentices, and those who were aiming to become master craftsmen had to demonstrate evidence of their ability. Such procedures were, in general, aimed at the maintenance and improvement of the quality of the process. In modern times we have professional societies, governmental regulatory bodies such as the Food and Drug Administration, factory inspection, etc., aimed at assuring the quality of products sold to consumers.

WORLD VIEW: A New Department in Quality Progress Quality Progress , the monthly refereed journal of the American Society for Quality (ASQ), has a bimonthly department called “World View” devoted to international aspects of quality and productivity improvement. We are looking for authors to write short articles (approximately 1,500 words) on quality improvement initiatives around the world. This could include descriptions of professional organizations, national initiatives, training programs, or successful improvement projects. This is an opportunity for quality professionals outside the United States to showcase improvement activities to a worldwide audience. The modern quality revolution, and the industrial revolution that preceded it, developed from an international exchange of ideas. Walter Shewhart acknowledged the contributions of German authors. Deming took Shewhart s ideas (and some of his own) to Japan in 1950. At that time, many Japanese executives visited the United States to learn the secrets of U.S. productivity. By the early 1980s, however, the flow of visitors had reversed, with many U.S. executives visiting Japan to learn the secrets of Japanese quality. Continuous Improvement Continuous improvement is not a tool or technique as such - more a way of life (or at least a cultural approach to quality improvement) - and the concept of continuous improvement has to be set in the context of 'the quality movement'. 'Quality' as a business issue - in the way we know it now - arose with labour specialisation, mass production and automation techniques - techniques which moved away from the traditonal expert craftsman approach to quality. In the new world of 'factories' and mass production, quality was obtained by inspecting each part and passing only those that met specifications. This was true until 1931 when Walter A. Shewhart, a statistician at the Hawthorne plant at Western Electric published his book Economic Control of Quality of Manufactured Product (Van Nostrand, 1931). This book is the foundation of modern statistical process control (SPC) and provides the basis for the philosophy of total quality management or continuous process improvement for improving processes. With statistical process control, quality inspection of each individual part produced is no longer used - the process is monitored through sampling. Dependent on the results from the sample, adjustments are made to the process to ensure 'quality' production.

By Michael J. Tortorella W. Edwards Deming, the modest but outspoken man who died of cancer on December 20, 1993, was one of the world's best-known advocates for quality. He bestrode the management consulting world with a deep conviction that the solutions to our problems would be simple it we would only turn from the comfortable but ineffective attitudes of the past and embrace the concept of minimization of variation (along with all its very unfamiliar ramifications). Deming was born 0ctober 14, 1900, in Sioux Falls, Iowa, and grew up in Powell, Wyoming. Much has been made of the influence of his frontier upbringing on his beliefs in the importance of people, the value of cooperation, and the deadliness of waste. Whatever their source, there is no doubt that these values shaped his life and work and caused him to be the bearer of a message that many of the world's religious leaders, philosophers, and advocates of positive thinking would find familiar. Do your best, continually seek to improve that best, look out for the people you are responsible for, and recognize that everyone is in this together.
