After the death of his first wife, with whom he had three children, he remarried and Joseph was the ninth of the twelve children of this second marriage. Joseph's mother died went he was nine years old and his father died the following year. His first schooling was at Pallais's school, run by the music master from the cathedral. There Joseph studied Latin and French and showed great promise. He proceeded in 1780 to the École Royale Militaire of Auxerre where at first he showed talents for literature but very soon, by the age of thirteen, mathematics became his real interest. La construcció i determinació del meridià de Paris va començar en 1669 sobre un arc entre Amiens i Paris, amb la participació, entre d'altres, de Jean Picard (1620-1682) que va crear els instruments i els mètodes geodèsics i va obtenir un valor força ajustat del radi de la Terra, 6372 km, sent la llargada d'un grau de meridià entre 111 i 112 km. Els valors acceptats actualment són 6378 km de radi equatorial mig i 6357 km de radi polar mig. El meridià de França es va acabar uns 50 anys més tard, en 1718 comptant amb la participació de Jean-Dominique Cassini, primer director de l'Observatori de Paris, el seu fill Jacques i Philippe de la Hire. Va ser revisat més tard entre 1739 i 1740 per l'abat La Caille, Cassini de Thury et Maraldi. En 1790, l'Assemblea Nacional de França proposà, per a acabar amb el caos que comportava la multiplicitat de sistemes de mesura, la definició d'un sistema unificat de pesos i mesures. Es va encarregar el projecte a l'Acadèmia de Ciències que va crear una comissió formada per Borda, Condorcet, Lagrange, Lavoisier, Tillet afegint-s'hi posteriorment Laplace i Monge.
