The Chapel will seat 2000 people and affords standing room for 1000 more on special occasions, and it is to be used for all purposes to which a public auditorium is adapted. The architect who designed the Chapel and supervised its construction was Mr. Cass Gilbert, of New York City. The builder was George Feick, of Sandusky, Ohio. William Gemmell Cochran
Statistician. Born in Rutherglen, Cochran was educated at the Universities of Glasgow and Cambridge. He worked initially in the field of agricultural statistics, designing sampling strategies at the experimental station at Rothamsted. He emigrated to the USA in 1939, initially to Iowa, then Princeton, North Carolina Institute of Statistics, Johns Hopkins University, where he researched in the field of medical statistics and finally Harvard. He did much to promote the field of statistics in the USA and is remembered for his work on the design of agricultural experiments, crop yields and sample survey design. William M. Cochran, Muralist
William M. Cochran is a professional public artist and trompe l'oeil master. His painted illusions are usually disguised as part of the streetscape and reveal multiple layers of meaning when discovered. While viewers often find themselves touching the work to determine if it is real, it is the poetic levels of meaning operating within the work that most often touch the viewers. He is a co-founder with his wife and partner Teresa of the non-profit organization Shared Vision: Public Art for Community Participation (www.sharedvision.org) . Shared Vision exists to demonstrate the power of participatory public art to engage the public on a mass scale as collaborators in the work, building a sense of ownership and connection. The goal is to empower the community as a whole to become participants in urban, social, cultural and economic regeneration. Built on paradox, his art is a fusion of art, architecture, community and history. Contemporary in flavor, it deeply rooted in historic memory. Although of museum quality, it is found most often in open public areas. The works are highly site-specific, but they speak to universal human themes. And though they represent a unique personal vision, their meaning is often the result of collaboration with the audience itself. Mr. Cochran has been responsible for public art project budgets of up to one million dollars and is experienced in the technical aspects of permanent mural making. In August of 2000 in Augsburg, Germany, he became the first American artist to be trained in the century-old German mural technique of Purkristalat, a silicate paint system developed in the nineteenth century with no known limits to its lifespan in exterior applications. The first use of Purkristalat in America occurred later that year when Mr. Cochran was commissioned for a project at the Athenaeum in Philadelphia.

WILLIAM COCHRAN
Chair: 1948-1958
William Cochran, chair of the Johns Hopkins Department of Biostatistics from 1948-1958 and widely considered to be among the most influential of American statisticians, is the father of the modern approach to the analysis of data from observational studies. He authored several landmark books, including Experimental Designs (with Gertrude Cox), Sampling Techniques Contributions to Statistics , and Planning and Analysis of Observational Studies Among his many contributions, perhaps his most original were his investigations of methods for causal inference with observational data. Because of imperfect control for confounders, he developed regression and matching to control for confounding variables and investigated limitations inherent in observational research. In addition to being a world-famous statistician, Professor Cochran was also a leading public health figure, co-authoring the 1964 Surgeon General's report that first identified tobacco as a cause of lung cancer. Finally, Professor Cochran was a beloved teacher and mentor of young statisticians.

SAMUEL COCHRAN AND WIFE, SARAH
On our most recent visit to the Mormon Genealogical Library in Salt Lake . City, we came upon information regarding the Cochran’s, my great-great-great great grandparents, quite by accident. It was outlast day at the library, and my husband was busily going through some North Carolina early marriage records, hoping to find something pertinent to his own lineage.
Unfortunately, for him, it was a fruitless search. But, before returning the records to file, on an impulse, he decided to see if there could possibly be a marriage record for Andrew McClanahan (16). Sure enough, there was such a record.
Previous to this we had assumed we would find the early records of the McClanahan’s in Virginia. You can imagine our surprise when the index for Rowan County, North Carolina, showed the following Groom, Andrew McClanachan; bride, Sarah Cochran, daughter of Samuel Cochran; married 12 May 1772; Bondsmen, Robert Linn and John Cochran; witness, William Freeman.
Since this was our first knowledge of Samuel Cochran (34) and his wife, Sarah (35), and also because the library would be closing in a few short hours, we dropped everything we were doing and concentrated on the Cochran’s for the remaining time we were there. About the only things we found that pertained to Samuel and his wife were their wills (page D-12 through D-15).

Nineteen great-granddaughters of Robert Cochran (who came to the US from County Derry, Ireland, and died in 1814) and Catherine Risher Cochran (who may have been born in 1783 in Baltimore, MD, and died after 1830 near Apollo, PA) gathered in about 1892 for this photograph. The Robert and Catherine Cochran family lived near Apollo, Armstrong County, PA, first in Hannastown (Westmoreland County), then Crawford’s Mills. After Robert Cochran's death, Catherine Risher Cochran moved to Warren, PA (later renamed Apollo). She is listed in the first separate assessment list of the town of Warren (then in Allegheny township) in 1830 thus: Catherine Cochran, lot No. 34, 1 house, 1 head of cattle, $31.
All these women are either nieces or cousins of the pioneer woman journalist Nellie Bly (Elizabeth Cochrane Seaman), b. May 5, 1864, d. January 27, 1923. Please use the links at left to see more information about Nellie Bly and other Cochran family members.

William M. Cochran has been a professional muralist since 1987, when he began the Angels in the Architecture mural series along Market Street in Frederick, Maryland. He has completed numerous public, corporate and private comimissions and won several national design awards. His work has been featured in many regional and national publications. Cochran's best-known work is Community Bridge , a four year project to transform the Carroll Street Bridge in the heart of Frederick into the detailed painted illusion of an old stone bridge. He worked diligently with Shared Vision - the public art nonprofit he helped to found - to collaborate with the Frederick community on this project. His goal was to create a process that would erase the division between the audience and the artist, inviting the viewers to become co-creators of the art, and in the process, revealing that many commonly perceived barriers between people are illusory. How many years have you been a member of the House Ways and Means Committee, and how is this budget session different from the others in which you have participated? Representative Cochran: We have significantly less revenue due to the recession and while there have been other recessions in the last 29 years, this one has been deeper and longer. The recession, coupled with 1.5 billion dollars in tax reductions, 200 million dollars spent for highway and street repairs and another 290 million dollars contributed toward the unfunded liability of certain pension funds has resulted in a 900 million dollar shortfall. What was the most difficult part of drafting the budget that passed out of the House this week? Representative Cochran: The Governor presented a budget that cut State Agency budgets by 7%. We had to find a way to use the money in various funds to restore these cuts without jeopardizing the soundness of those funds. Fortunately, we were able to do this. We also created a discretionary fund to provide money for potential increases in the costs of utilities, salary increases, fringe benefits and other unavoidable expenses. How, in your opinion, could the budget bill have been changed to get bipartisan support?
