Sydney was his parents' second son and he was brought up in a very strict fashion by his Nonconformist parents. He attended Green Lane school in Patricroft up to the age of 14. This was a good school of its type for there he learnt a little Latin and was introduced to some science subjects such as chemistry and physiology. After Sydney left school, Joseph, his father, took him to see a friend of the family who worked in engineering with the idea that his son should become an apprentice with the firm. The friend advised that he study for two further years at technical school before taking up an engineering apprenticeship. Following this advice, Chapman entered the Royal Technical Institute, Salford (which is now the University of Salford). It was still his intention to enter the engineering industry but he performed so well at the Institute that his teachers encouraged him to sit the Lancashire Scholarship examinations. Again he had been fortunate to have been taught science subjects, although at a very low level, having a particularly good chemistry teacher. After two years at the Institute he sat the county scholarship examinations to Manchester University and was placed fifteenth, the bottom place for the award of a scholarship. Following the death of former Home Secretary, Reginald Maudling, Sir Sydney was first elected as Member of Parliament for Chipping Barnet in May 1979. In July 1990 he became a Lord Commissioner of HM Treasury and was Vice Chamberlain of Her Majesty’s Household from April 1992 until July 1995. In July 1995 Mr. Chapman was knighted by the Queen.

Continuously over the years Chapman betrayed with almost every breath his own commitment to the pursuit of knowledge. The excellence and breadth of his own work led to a remarkable rapport with all whom he encountered, whether in private, in a small group, or in an assembly. Put another way, he engendered a scientific confidence in the enterprise by virtue of his own investigations and his own willingness to commit himself fully to the IGY. Intertwined with his particular nature as a creative scientist, and not to be distinguished from it, is his own being as a man. Here, what is relevant to this characterization is the moral fabric, the moral tone of the man. None who encountered him in the planning of the IGY could miss this tone, and none failed to leave him without a general feeling of trust. Such trust, in turn, reinforced one's scientific confidence in the endeavor, and both worked to enhance the IGY. Others may view matters in another light: I doubt that he himself was aware of these elements, for I am convinced that they operated unconsciously; they were just an integral part of the man. But it was this tone, this moral fabric, coupled to a sense of history, that marked his fundamental and essential contribution to the IGY, and to its progeny-COSPAR, IQSY, WMS, SCAR, and other enterprises-in which his hand still appears, steadfast and helpful.

Chapman had served as a Kinsman. In the obituary published shortly after Sid Chapman's death May 9 at age 93, The Star pointed to the role the "self-effacing" and "gimlet-eyed" Chapman played in helping Roy Thomson and Jack Kent Cooke transform a tiny Ontario radio broadcasting business into Canada's largest newspaper group. "Chapman was a newly graduated accountant at a western Ontario dairy in the late 1930s," wrote Gary Norris of the Canadian Press, "when he answered a help wanted ad placed by Thomson and moved to the northern town of Timmins to take charge of the finances of the fledgling media empire."
