    How the Beagle Could Become Kentucky's State Dog
    Jason and Hayley were picnicking with their parents in Mammoth Cave National Park when they noticed that many families had brought their pet dogs for the scenic outing. There were at least two poodles, a cocker spaniel, a beagle resembling Snoopy (Charlie Brown's dog), and even a large collie. The children realized how popular pet dogs must be, for even in their hometown park, owners often walked their dogs. Dogs are special to a lot of people; some people say they are "man's best friend." There should be a tribute to dogs in Kentucky, thought Jason. Just a few days earlier, Jason's class at school had been discussing Kentucky's state flower, the goldenrod, and the state bird, the cardinal. He told his parents that Kentucky should have a state dog, and he thought it should be the cute and playful beagle. Jason's dad explained to him that the idea would have to be brought before the state legislature in the form of a bill. If approved, it would be a law. He suggested that Jason write to the senator from their area, Senator Boone, and ask for his help with the idea. After dicussing the idea with Jason and Hayley, Senator Boone agreed to help the children make their idea a law by writing and sponsoring a "beagle bill." In a few short weeks, Senator Boone took the idea to the Senate.

Warren Dennis Warren Dennis is a painter living and working in Boone, North Carolina, and served on the faculty of Appalachian State University's Art Department for many years. His paintings can be found in numerous galleries, museums, and private collections all over the southern United States. Dennis has also worked on several special projects, including the recent mural for Burke Mission Station in Morganton, North Carolina in September, 2001.     There is no law under the Florida statute which illegalizes harassment of any kind in public schools. Freshman Naomi Burton plans to change all that.
    "I never knew harassment in schools was not illegal in Florida, so when I found out, I had to change that," Burton said.
    The Dignity for All Students Act is a bill which 100 GLSEN (Gay, Lesbian and Straight Education Network) members on Lobby Day proposed to legislatures.
    "The Dignity for All Students Act simply states harassment is illegal based on gender, race, disability, racial expression, sexual orientation and religion," Burton said. Burton was one of the 100 members who went to Tallahassee to propose the bill. She talked to the legislators about her own harassment and asked them if they would support the bill. A number of legislators opposed the bill because it protects homosexual students. The legislators said they would pass the bill if homosexuals were excluded from its provisions.

In every case, management interests pushing the legislation claim it is designed to protect shareholders. But shareholders have not lobbied for these bills. At first I thought this might be something really worthwhile. But once I started reading, I realized it was the same old management protection legislation that has been pushed through in other states.

    Story Summary
    Larry Peterson, a friend of Jasper Woodbury, flies an ultralight plane over Cumberland City. Soon, Larry begins to teach Emily Johnson to fly the ultralight. He gives her some information about the plane: Its total weight is 250 pounds. It can carry a payload of up to 220 pounds. Larry explains that payload is the weight the plane can safely carry in addition to its own weight; payload includes the weight of the pilot, the fuel, and cargo. Larry then shows Emily a box used for carrying extra cargo. The box weighs ten pounds when it is empty. The cargo box holds a 1-gallon gas can. Emily comes closer to the ultralight so she can see as Larry is teaching her. He explains that the propeller does the pushing, just like it does with a boat; the wing does the lifting. He then demonstrates how the unique shape of the wing helps lift the plane.
    A few weeks later Emily takes her first flight. Emily, Larry, and Jasper go out to supper to celebrate. At the restaurant, Jasper talks about his plans for a fishing trip. He says that he plans to drive the 60 miles from Cumberland City to Hilda's Service Station and then hike to his favorite fishing spot, which is about 18 miles on foot. Larry mentions that he flew his ultralight to see Hilda the previous week and that he landed in the field next to her service station. For dessert, Emily orders a dish of strawberry ice cream and Larry orders lemon jello in a sugar cone. Their bill comes to $17.50. Emily suggests they include a 20% tip, and they agree to split the check equally. They each put money down on the table: Jasper puts $11.00 down, Emily puts $12.00, and Larry puts $9.00 down. Larry calculates the total bill and makes change for each of them.

    Boone REMC announces 7.5 percent rate increase
    Wabash Valley Power. The remaining portion of the increase is needed to cover the costs of upgrading older portions of its distribution system and the costs of new power line construction.
    The impact of this rate increase will vary depending on how much energy is purchased and whether the customer is on a residential, commercial or industrial rate. A typical residential customer using 1,500 kilowatt-hours will see an increase of about $7.68 per month.
    Boone REMC offers free efficiency inspections and holds home efficiency classes to help customers lower their electric bills.

Bill 4-03: Rezoning property located at the southern terminus of Sandman Lane from District C-1 to District C-P; approving the Tires Plus C-P Development Plan. Bill 11-03: Calling for bids for the construction of water main along Liddell Lane from East Dusty Rhodes Lane to the south of Mount Hope Road.
