The United States Environmental Protection Agency’s Office of Wastewater Management (OWM) oversees a range of programs contributing to the well-being of the nation’s waters and watersheds. Through its programs and initiatives, OWM promotes compliance with the requirements of the Federal Water Pollution Control Act. Cleaning and protecting the nation’s water is an enormous task. Under the Clean Water Act, OWM works in partnership with Environment Protection Agency (EPA) regions, states and tribes to regulate discharges into surface waters such as wetlands, lakes, rivers, estuaries, bays and oceans. Specifically, OWM focuses on control of water that is collected in discrete conveyances (also called point sources), including pipes, ditches, and sanitary or storm sewers. OWM is also home to the Clean Water State Revolving Fund, the largest water quality funding source, focused on funding wastewater treatment systems, nonpoint source projects and estuary protection. What is wastewater, and why treat it?
We consider wastewater treatment as a water use because it is so interconnected with the other uses of water. Much of the water used by homes, industries, and businesses must be treated before it is released back to the environment. If the term "wastewater treatment" is confusing to you, you might think of it as "sewage treatment." Nature has an amazing ability to cope with small amounts of water wastes and pollution, but it would be overwhelmed if we didn't treat the billions of gallons of wastewater and sewage produced every day before releasing it back to the environment. Treatment plants reduce pollutants in wastewater to a level nature can handle. Wastewater is used water. It includes substances such as human waste, food scraps, oils, soaps and chemicals. In homes, this includes water from sinks, showers, bathtubs, toilets, washing machines and dishwashers. Businesses and industries also contribute their share of used water that must be cleaned. Wastewater also includes storm runoff. Although some people assume that the rain that runs down the street during a storm is fairly clean, it isn't. Harmful substances that wash off roads, parking lots, and rooftops can harm our rivers and lakes.

Wastewater Permit Applications
The TCEQ encourages applicants to set up a preapplication meeting by calling the Wastewater Permitting Section, prior to submitting a permit application. Prior to submitting new TPDES permit applications or amendment applications, the applicant must determine if the receiving water is listed on the State of Texas Clean Water Act Section 303(d) list . This list identifies waters in the state that do not meet, or are not expected to meet, applicable water quality standards. If the receiving water is on the 303(d) list, the TCEQ will carefully evaluate if the proposed new permit or proposed additional discharge (e.g., flow increase) will cause or contribute to the violation of water quality standards. Requirements contained in 40 Code of Federal Regulations 122.4(i) prohibit any issuance of a permit to a new source or a new discharger if the discharge will cause or contribute to a violation of water quality standards.
