THE FRANCIS STUART CHAPIN JR. PROFESSORSHIP
(One of The Margaret and Paul A. Johnston Professorships) A pioneer in the Department of City and Regional Planning, F. Stuart Chapin Jr. spent nearly four decades establishing and improving the department's urban studies curriculum. Chapin was born in Northampton, Mass., in 1916. He earned a B.A. from the University of Minnesota and two degrees in city planning from Massachusetts Institute of Technology. Chapin was a regional planner with the Tennessee Valley Authority and the director of planning for the city of Greensboro. He is an expert in the areas of urban growth, land development, human uses of city space and citizen participation in the planning process. Chapin joined UNC-CH in 1949. He conducted many studies for the federal government and was a member of the President's Task Force on Cities. He was the director of the urban studies program from 1957 until 1962, when he founded the department's Center for Urban and Regional Studies. He was the center's research director from its inception until his retirement in 1978. Shortly before he was named an Alumni Distinguished Professor in city and regional planning in 1969, he received the Distinguished Service Award from the American Institute of Planners. The same organization later presented him with its Historic Planning Pioneer Award. In 1992, Stuart Chapin and his wife, the former Mildred L. Canfield, established the F. Stuart Chapin Jr. and Mildred L. Chapin Endowment Fund. The fund supports the library in the Department of City and Regional Planning, which is named in Chapin's honor.

Nature of the Work
Urban and regional planners, often called community or city planners, develop programs to provide for growth and revitalization of urban, suburban, and rural communities and their regions. Planners help local officials make decisions on social, economic, and environmental problems. Planners usually devise plans outlining the best use of a community's land-where residential, commercial, recreational, and other human services should take place. Planners also are involved in various other planning activities, including social services, transportation, and resource development. They address such issues as central city redevelopment, traffic congestion, air pollution, and the impact of growth and change on an area. They formulate capital improvement plans to construct new school buildings, public housing, and sewage systems. Planners are involved in environmental issues including pollution control, wetland preservation, and landfills. Planners also help find solutions to social issues such as the needs of an aging population, sheltering the homeless, and meeting the demand for drug and alcohol treatment centers, correctional facilities, and abortion and AIDS patient clinics.

Nature of the Work About this section Top Planners develop long- and short-term land use plans to provide for growth and revitalization of urban, suburban, and rural communities, while helping local officials make decisions concerning social, economic, and environmental problems. Because local governments employ the majority of urban and regional planners, they are often referred to as community, regional, or city planners. Planners examine proposed community facilities such as schools to be sure these facilities will meet the changing demands placed upon them over time. They keep abreast of economic and legal issues involved in zoning codes, building codes, and environmental regulations. They ensure that builders and developers follow these codes and regulations. Planners also deal with land use issues created by population movements. For example, as suburban growth and economic development create more new jobs outside cities, the need for public transportation that enables workers to get to these jobs increases. In response, planners develop transportation models for possible implementation and explain their details to planning boards and the general public.
