The Department of Civil and Environmental Engineering of Carleton University offers, starting September 2001, a unique opportunity for graduate studies at both Masters and Ph.D. levels in the area of Fire Safety Engineering. This is a growth area with excellent employment opportunities in Canada and the United States. Fire Safety Engineering is a relatively new discipline. The need for qualified fire protection engineers in Canada and around the word has increased exponentially during the last decade, however there are very few Universities that offer comprehensive set of courses focussing in Fire Safety Engineering. To fill this gap Carleton University with support from the Natural Sciences and Engineering Research Council (NSERC) Forintek Canada Corporation established an Industrial Research Chair on Fire-Safety Engineering within the Department of Civil and Environmental Engineering. The Chair has a research program that addresses Canada's need for the development of computer models and other tools to predict the fire-safety performance of buildings and the need for highly qualified personnel.
CURRICULUM:
The proposed curriculum comprises the following six core courses that have been selected to cover critical areas of fire safety engineering and to provide the students with the necessary knowledge to effectively function in a performance based code environment.

Introduction
The Safety Engineering Unit was formed in 1991 and is supported by the ELF Consortium. It has a core staff of three, plus research staff and students. The head of the Unit is Professor Michael Baker. Personnel from the Safety Engineering Unit interact closely with other staff in the Department of Engineering and other departments in the University, some of whom also contribute to the MSc in Safety Engineering and Risk management programme. A number of collaborative research projects are also in progress.
What is Safety Engineering?
Traditionally, courses in engineering deal with the question of how engineering systems and components behave under natural and man-made demands, and how such systems can be analysed, designed, manufactured and built. The primary goal in engineering practice has always been to get the project to work, whether it is a chemical plant, a computer system or a bridge, and to satisfy the client's primary functional requirements. But in the present day this is not enough. Clients and society demand more. As engineering theory and practice have become more advanced, one can move away from these primary goals and ask questions such as: How safe is this facility? What is safety anyway? What are the potential modes of failure? What are the external and internal hazards? What are the risks to the users, operators and others? Why do failures occur and how frequently? What is the most cost-effective way of improving safety and reliability? How can safe and reliable operation best be maintained over the required working life? And many others. In order to answer these questions one requires not only a good understanding of the physical behaviour of engineering systems under different conditions, but a lot more.

    Programme Objectives
    The objectives of the Programme are to provide education and training at postgraduate level for graduate engineers in the general area of safety engineering, reliability engineering, risk management, and loss prevention. Safety engineering is not a subject which is adequately covered in most undergraduate courses, except perhaps in chemical engineering, but even there the emphasis is on chemical hazards and process safety. This MSc Programme brings together those topics relating to the safety and reliability of engineering products and systems, including the legislative framework, in a unified approach. Special consideration has been given to those engineers currently working in the offshore and other local industries who may wish to attend on a part-time basis. Additionally, the Programme aims to cater for three separate interest groups:
      Those with no offshore engineering experience who wish to move into this area of work.

    The Safety Engineering and Risk Analysis Division (SERAD) was originally formed in 1991 by merging ASME's Safety Division (est. 1951) and the Risk Analysis Task Force. Its function is to stimulate interest in and disseminate risk analysis and safety information as applied to the process of mechanical engineering. Member activity has expanded to include product liability, loss prevention and occupational health.
    Safety is the reduced risk achieved by successful application of engineering understanding and controls to hazards. For new products and processes, risk is identified and minimized by analysis of previous experience and conservative design.

    Safety engineering is used to assure that a life-critical system behaves as needed even when pieces fail.
    Fault modeling techniques
    The two most common fault modeling techniques are called "failure modes and effects analysis" and "fault tree analysis." UML activity diagrams can be used as graphical components in a fault tree analysis. These techniques are just ways of finding problems and of making plans to cope with failures.
    Failure modes and effects analysis
    In the technique known as "failure modes and effects analysis", an engineer starts with a block diagram of a system. The engineer then considers what happens if each block of the diagram fails. The engineer than draws up a table in which failures are paired with their effects and an evaluation of the effects. The design of the system is then corrected, and the table adjusted until the system is not known to have unacceptable problems. Of course, the engineers may make mistakes. It's very helpful to have several engineers review the failure modes and effects analysis.
    Fault tree analysis
    In the technique known as "fault tree analysis", an undesired effect is taken as the root of a tree of logic. Then, each situation that could cause that effect is added to the tree as a series of logic expressions. When fault trees have real numbers about failure probabilities (often unavailable because of testing expense)

    Employers S afety E ngineering The Safety Engineering division of the Georgia Department of Labor (GDOL) administers some of the laws relating to work conditions and employee safety. It conducts safety inspections under the Boiler and Pressure Vessel Safety Act and the state laws governing elevators, escalators, moving sidewalks, man lifts, dumbwaiters, and wheelchair lifts. The division is also responsible for inspecting amusement park and carnival rides.
    Safety Engineering works in conjunction with the U.S. Bureau of Labor Statistics to collect and process data on fatal and nonfatal occupational injuries and illnesses. Safety Engineering is also the administrator for the Hazardous Chemical Protection and Right to Know programs for all state agencies.
    The GDOL encourages safe work environments by offering several workplace safety programs and affiliations to help employers and employees create, maintain, and develop effective safety programs.
