Radiological Health
The Department is mandated by the New York City Charter to "supervise and regulate the public health aspects of ionizing radiation, the handling and disposal of radioactive wastes, and the activities within the city affecting radioactive materials, excluding special nuclear materials in quantities sufficient to form a critical mass." The Bureau of Radiological Health carries out this mandate through its registration, licensing, inspection, emergency response and public education activities. Radiological Health Radiological Health Program The Radiological Health Program (RHP) is mandated to control the uses of radiation and to protect the public health and safety and the environment from inadvertent and unnecessary radiation exposure. This is accomplished through registration of radiation (x-ray) machines, licensing of radioactive materials, inspections, and enforcement actions, where required, to ensure regulatory compliance. The RHP regulates the use of both radiation machines and radioactive materials. Radiation machines are used by dentists and veterinarians, and in hospitals, mammography facilities, and other medical, academic and industrial facilities. Radioactive materials are used primarily by radiologists in hospital nuclear medicine units, but also by other qualified physicians and radiographers and qualified radioisotope users in the manufacturing and construction industries, academia and other authorized locations. Additionally, RHP staff health physicists assume the responsibility of Radiation Accident Assessment coordination, analysis, communication, and field team surveyors in response to any actual or staged emergencies at either the Calvert Cliffs Nuclear Power Plant (Maryland) or Peach Bottom Atomic Power Station (Pennsylvania). Designated radiation staff health physicists also respond to any industrial, medical or transportation radiation accident or serious incidents involving radiation.

The Center for Devices and Radiological Health was formed in 1982 by the merger of the Bureaus of Medical Devices and Radiological Health. The consumer inquiry function is handled by the Communications Section in CDRH's Division of Small Manufacturers, International and Consumer Assistance. The Communications Section responds to consumer inquiries by telephone, mail, or fax by sending consumer information, and investigating the approval/clearance status of medical devices. Devices range from such products as thermometers, hearing aids, contact lenses, breast implants, condoms, medical imaging devices, hemodialysis equipment, tampons, medical x-rays, pacemakers and cancer antigens, to artificial hearts. Radiation-emitting products include laser products, microwave ovens, televisions, radar guns, night vision equipment, and electric blankets.

Radiological Health and Safety Policy
[Table of Contents] [Index] [First Chapter] It is the policy of DOE to conduct its radiological operations in a manner that ensures the health and safety of all its employees, contractors, and the general public. In achieving this objective, DOE shall ensure that radiation exposures to its workers and the public and releases of radioactivity to the environment are maintained below regulatory limits and deliberate efforts are taken to further reduce exposures and releases in accordance with a process that seeks to make any such exposures or releases as low as reasonably achievable. The DOE is fully committed to implementing a radiological control program of the highest quality that consistently reflects this policy. In meeting this policy, DOE shall:
  • Ensure personnel responsible for performing radiological work activities are appropriately trained. Standards shall be established to ensure the technical competency of the DOE work force, as appropriate, through implementation of standardized and mandated radiological training and development programs. Ensure the technical competence of personnel responsible for implementing and overseeing the Radiological Controls Program. An appropriate level of technical competence gained through education, experience, and job-related technical and professional training is a critical component for achieving the goals of the Department's radiological control policy. Qualification requirements commensurate with this objective shall be established for technical and professional radiological control program positions and shall, at a minimum, be consistent with applicable industry standards and promote professional development and excellence in radiological performance.
