    The objective of the Western Governors' Association Radioactive Waste Program is the safe and uneventful transport of waste from temporary storage facilities to more suitable treatment and storage facilities. Western Governors recognize development of a successful transportation program requires cooperation among the western states, the U.S. Departments of Energy and Transportation, and any private shippers of radioactive waste. A transportation safety and information program similar to that developed between the western states and the U.S. Department of Energy for the shipment of transuranic waste to the Waste Isolation Pilot Plant should be utilized for all route-controlled and special radioactive waste shipping campaigns.
    A transportation safety program must focus on the states' prominent role in the areas of planning, evaluating routes, ensuring shipment vehicle and driver safety, preventing accidents, preparing emergency and medical response teams, and informing the public. Early coordination and effective communications by all potential shippers with state, tribal, and local governments is essential to the ultimate success of any radioactive waste transportation safety program.

    DAVID HARDAKER: Staying in South Australia, the establishment of Australia's first radioactive waste dump, in the State's north, is a step closer with the Federal Government having now responded to questions from the independent Federal radiation agency, ARPANSA.
    But Green groups are saying that the timing of the Federal Government's response, coming as it does during the holiday season, takes away the chance for interest groups to analyse the new information.

    The Radioactive Waste Section of the Radiation Control Program was formed in September 1994. The section is responsible for the implementation and enforcement of rules complying with the provisions of the Texas Compact and provide staff support to the Advisory Commission on Radioactive Waste and Decommissioning . This section is staffed by Thomas Hillman, who can be reached at (207)287-8401. The Maine Legislature voted to exit the Texas compact (effective April 5, 2002) with public law chapter 629 as an emergency measure to save Maine electric ratepayers the $25 million fee that Maine would have to pay to Texas otherwise. The compact language required a two year period before withdrawal would take effect, therefore April 5, 2004. It was the legislature's belief that since radioactive waste disposal is available from private firms (not compact exclusive of out of state waste) for all the radioactive waste generated in Maine, other than Maine Yankee, that the Texas compact was no longer necessary, and not an acceptable cost. Entergy, the owner, presented a plan to area residents on Thursday to move the material, in special containers, to another part of the property. The system is called dry cask storage.

      April 9, 1999 Executive Summary NCSL's impetus for sponsoring the meeting was a growing concern that the current national policy for providing LLRW disposal capability was not yielding the desired results. The meeting began with brief presentations that provided background information about the issues to be discussed. Other topics covered in the meeting were:
    • a background paper explaining how the current policies were developed, a status report from the U.S. General Accounting Office about congressional interest in commercial low-level waste management policy issues, a panel discussion about the barriers to implementing the current policy, and an interactive dialog on four policy alternatives that have been proposed as potential improvements to the current policy.
    • A representative of the U.S. General Accounting Office (GAO) summarized the intent, content, and schedule for GAO's report on LLRW disposal. The report will not draw any conclusions about the best approach for LLRW management or disposal. Rather, it is intended to provide a balanced discussion of the challenges faced by states in their efforts to site disposal facilities. GAO's report will be issued in late July.

WNA home Radioactive Wastes Radioactive waste is produced through the generation of electricity using nuclear fission. It also arises through coal fired electricity generation and is released into the environment through oil exploration. What makes the nuclear power industry virtually unique though when it comes to dealing with its waste products is that the costs of waste disposal are incorporated into the electricity sold. The costs of managing and disposing of wastes from nuclear power plants represent about 5% of the total costs of electricity generated. Nuclear power is the only bulk energy producing technology that takes full responsibility for all its wastes even though the amount of these wastes is very small relative to those produced by using fossil fuels for electricity generation.
