Air pollution is a general term for a variety of substances and gases in our air that pose risks to health. Pollutants and irritants include nitrogen oxides, sulfur dioxide, carbon dioxide, particulate matter, volatile organic compounds (VOCs), toxic substances such as mercury, and some naturally occurring substances such as pollen. The combination of nitrogen oxides and VOCs in the presence of sunlight forms ozone, the major constituent of smog. Ozone has been shown to exacerbate asthma and cause shortness of breath and lung damage.
Most air pollution comes from human-made sources such as fossil fuel combustion, transportation, power plant emissions and emissions from other industrial processes. Burning fossil fuels for electricity generation is the single greatest source of air pollution in the United States. Fossil fuel combustion produces many pollutants including nitrogen oxides, sulfur oxides, hydrocarbons, mercury and particulates. These pollutants can cause serious health problems including asthma, irritation of the lungs, bronchitis, pneumonia, decreased resistance to respiratory infections, and even early death.
Some pollutants also cause certain environmental conditions, such as acid rain and climate change. Carbon dioxide emissions are a primary contributor to climate change. According to climate scientists, if carbon dioxide levels continue to increase, the planet will become warmer in the next century, affecting human health and the environment. Increases in temperature will most likely result in a variety of impacts including more heat-related illness, more severe weather events such as floods and droughts and resulting damage, and an increase in cases of vector-borne and water-borne diseases, and sea-level rise. Nitrogen oxides and sulfur oxides are important constituents of acid rain, which destroys lakes and rivers, diminishes crop yields, and deteriorates buildings.

Toxic air pollutants are poisonous substances that can cause cancer, birth defects, nervous system damage, and other serious health problems. They are emitted by cars, buses, trucks and a variety of industrial sources including electric power plants. Toxic air pollutants include metals, other small particles, and gases. One example is the chemical benzene, which is in gasoline. Inhaling fumes that contain benzene could increase your risk of getting cancer. When Congress passed the Clean Air Act Amendments of 1990, it directed the U.S. Environmental Protection Agency to take action against 188 toxic air contaminants linked to cancer and other serious health problems. In addition to benzene, examples include mercury, dioxin, asbestos, cadmium, toluene and chromium. EPA already has issued standards for more than two dozen toxic pollutants. The standards eventually will reduce toxic air emissions by a million tons per year, according to the EPA. One of the most prominent toxic problems is mercury, which accumulates in fish. Fish consumption advisories have been issued for thousands of water bodies nationwide in dozens of states. One of the biggest mercury polluters the electric power industry persuaded Congress in 1998 to forbid EPA from taking action against power plant mercury pending further study.

EPA is announcing two additions to its series of Clean Diesel Programs . First, the Clean Air Nonroad Diesel Rule part of the suite of inter-related rules collectively known as the Clean Air Rules of 2004 , combines more stringent emission standards for engines used in nonroad diesel equipment with cleaner nonroad diesel fuel, which will result in significant environmental and public health benefits. In a separate action, EPA is announcing its intent to propose new emission standards for locomotives and marine diesel engines U.S. EPA's Office of Transportation and Air Quality (OTAQ) protects public health and the environment by controlling air pollution from motor vehicles, engines, and the fuels used to operate them, and by encouraging travel choices that minimize emissions. These "mobile sources" include cars and light trucks, large trucks and buses, nonroad recreational vehicles (such as dirt bikes and snowmobiles), farm and construction equipment, lawn and garden equipment, marine engines, aircraft, and locomotives.

For more than a century, severe air pollution incidents in cities such as London have shown that breathing dirty air can be dangerous and, at times, deadly. In 1880, 2,200 Londoners died in one such incident when coal smoke from home heating and industry combined to form a toxic smog of sulfur dioxide gas and airborne combustion particles (240). But concern about the health effects of outdoor air pollution did not effectively coalesce until the late 1940s and early 1950s, when air pollution disasters on two continents raised an alarm. Both the 1948 "killer fog" in the small town of Denora, Pennsylvania, that killed 50, and the particularly virulent London "fog" of 1952, in which some 4,000 died, were associated with widespread use of dirty fuels and were catalysts for government efforts to tackle urban air pollution. Since then, many nations have adopted ambient air quality standards to safeguard the public against the most common and damaging pollutants. These include sulfur dioxide, suspended particulate matter, ground-level ozone, nitrogen dioxide, carbon monoxide, and lead all of which are tied directly or indirectly to the combustion of fossil fuels. Although substantial investments in pollution control in some industrialized countries have lowered the levels of these pollutants in many cities, poor air quality is still a major concern throughout the industrialized world. A recent assessment by the European Environment Agency found that 70 to 80 percent of 105 European cities surveyed exceeded WHO air quality standards for at least one pollutant (241). In the United States, an estimated 80 million people live in areas that do not meet U.S. air quality standards, which are roughly similar to WHO standards (242).

Air Quality
Air pollution has been one of Europe’s main political concerns since the late 1970s. European Union policy on air quality aims to develop and implement appropriate instruments to improve air quality. The control of emissions from mobile sources, improving fuel quality and promoting and integrating environmental protection requirements into the transport and energy sector are part of these aims. The Sixth Environment Action Programme (EAP), "Environment 2010: Our future, Our choice" , includes Environment and Health as one of the four main target areas where new effort is needed. Air pollution is one of the issues included under Environment and Health. Whilst overall air quality trends in the Community are encouraging, continued efforts and vigilance are still needed. The objective considered in the Sixth Environment Action Programme is to achieve levels of air quality that do not give rise to unacceptable impacts on, and risks to, human health and the environment. The Community is acting at many levels to reduce exposure to air pollution: through EC legislation, through work at the wider international level in order to reduce cross-border pollution, through working with sectors responsible for air pollution and with national, regional authorities and NGOs, and through research. The focus for the next ten years will be implementation of air quality standards and coherency of all air legislation and related policy initiatives.

Nyhet: Da NILU ble stiftet i 1969 var det lokalt i Norge til dels store luftforurensningsproblemer. Høye konsentrasjoner ble registrert som resultat av utslipp fra fyringsanlegg og industri. I våre byer og tettsteder var luftforurensningen knyttet til fyring med kull, ved og olje. Problemene var særlig store på kalde vinterdager. Svoveldioksid (SO2)- og sot-nivåene i byer over hele Vest-Europa syntes å nå et maksimum vinteren 1963/64. Nyhet: Den 30 april 2004 forsvarer forsker Tove Marit Svendby ved NILU sin doktoravhandling ved Universitetet i Oslo om ”Revurdering og statistiske analyser av stratosfæriske ozon målinger i Sør Norge”. En av konklusjonene er at både menneskeskapte klorutslipp og endringer i atmosfærens temperatur og sirkulasjonsmønster har bidratt til en markant reduksjon av ozonlagets tykkelse de siste 50-60 årene.
