Leaks and spills of fuel oil, gasoline and other petroleum products contaminate New York's environment in many ways. Oil spills pollute groundwater, on which many New Yorkers depend for drinking water. Spills seep into streams, lakes, and reservoirs, which are drinking water sources as well as habitat where fish, birds, and other wildlife can be harmed or killed. Vapors from spills enter indoor environments where people live and work. Gasoline often contains toxic additives which, along with the gasoline itself, are difficult to clean up and cause environmental problems.
Some oil spills come from large petroleum refineries, tank farms, tankers, or pipelines. But many more oil spills are the result of leaks from underground gasoline storage tanks at gas stations, from residential fuel oil storage tanks, or from spills during fuel oil delivery. Very often a small spill or a leak in a relatively small tank can cause extensive contamination and can cost many thousands of dollars or more to clean up.
It may come as a surprise that a "small" tank with a "slight leak" can cause such expensive environmental problems. Yet it can, and it is critical for the health of all New Yorkers, as well as for the protection of wildlife and the environment, that all these spills are cleaned up promptly and properly. Many homeowners and small business owners are not aware that they can be legally responsible to pay for the cleanup even if apparently faultless. Yet they are, and it is important that everyone who might be liable take steps to avoid leaks, even "small" ones.

Crude oil from a pipeline rupture in 1979 contaminated a shallow aquifer near Bemidji, Minnesota. After initial cleanup, about 110,000 gallons of crude oil remains in the subsurface. This site thus provides a unique opportunity to study a contaminant plume where the location, amount, and timing of the spill are precisely known. The study focuses on how crude oil spreads in soil vapor and ground water. Models have been developed to describe the controlling physical, chemical, and biological processes. These models can be used to evaluate remedial strategies for oil spills, including intrinsic bioremediation.

Fuel oil spills typically occur in the fall at the start of the heating season, when oil deliverers are likely to be new and unfamiliar with the homes they are serving. Homeowner changes could also lead to confusion at oil-delivery time. The spills typically happen in the basements of homes from overfilled tanks or through fill pipes that have no tanks attached! Other spills have occurred when oil was mistakenly dumped into septic tank vents or drinking water wells. Cleanup costs will be paid by whoever is responsible for the spill. If lawyers are involved in determining responsibility, costs will be even higher. Therefore, it is particularly important that you do what you can to prevent spills from happening:
  • If you remove your fuel oil tank, be sure to also remove the fill pipe. Call your oil company to cancel any future deliveries.
  • Do not put an oil cap, or anything that looks like an oil cap, on septic tank vents, drinking water wells, etc.
  • Keep tank caps tightly sealed except when filling or emptying the tank.

One of Northland's greatest assets is its coast. It's a feature we all enjoy and one of our biggest tourist attractions. But imagine if one of the steady stream of tankers coming into Marsden Point oil refinery caused a major oil spill. With the constant shipping activity into Whangarei Harbour and up and down the coast, Northlanders must be prepared. NRC staff in training. The Northland Regional Council has prepared an Oil Spill Contingency Plan and holds regular training exercises to ensure that a core group of experts can deploy equipment quickly and efficiently. The strategy is to contain and clean up as much oil as possible before it reaches our precious shoreline, fishing grounds and shellfish beds. The Regional Council is responsible for the care and maintenance of a large amount of expensive oil spill equipment housed at Marsden Point. This equipment belongs to the Maritime Safety Authority and is a significant portion of the arsenal of equipment available for immediate deployment in New Zealand. The Regional Council is required to respond to all oil spills. When an oil spill is too large to be dealt with on a local basis, the Maritime Saftey Authority staff will use regional resources including those of the Northland Regional Council.

Abstract
The purpose of this activity is to develop a test tube model of an oil spill in order to experiment with conditions needed for bioremediation. During each phase of this project, students have the opportunity to experience the work of science research. Lab teams of three to four students develop flow charts of their procedures before moving to the laboratory to work. Teams are required to keep accurate and detailed lab logs of their work. Each team is given minimal media, RAG-1 streak plates and new and used motor oil. They first follow an established protocol to establish a test tube model and then are challenged to design an experiment to enhance the oil degrading properties of marine bacteria. Students learn to apply the principals of experimental design by analyzing a research article on the EXXON Valdez bioremediation efforts and developing and using positive and negative controls. Specrophotometric measurement techniques are used to quantify data. The Student's t-test is used to determine if the data are statistically significant. At the conclusion of this activity, students develop seminar presentations and defend their research design and findings.
Background
A large oil spill is one of the most dramatic and terrible environmental disasters. Heart wrenching photographs of oil soaked birds and marine mammals capture our attention and concern. Oil spills have a predictable progression. Usually the oil spill is crude oil which contains volatile substances that have low boiling points. These substances evaporate immediately, reducing the spill by 25% but releasing toxic substances into the atmosphere. The remaining oil is very thick and sticky and adheres to anything it touches including rocks, sand and marine life. Some of this oil is degraded by marine bacteria which degrades the hydrocarbon in oil for use as a carbon source.

Sabine Basin Currents Sabine Basin Oil Spills Water Availability Water Quality Economic Development About the Authority This page in print-friendly format Oil can interfere with an organism's ability to obtain oxygen from water and prevent the exchange of oxygen from the atmosphere by forming a barrier of oil at the water surface.  Oiling of the vegetation and banks of a creek or river kills the vegetation and can degrade available habitat and contaminate food sources.  As cleanup of a spill progresses, the removal of woody debris, rocks, and the washing of banks not only reduce habitat but also can lead to increased erosion and bank instability. This makes remediation and colonization by new plants and animals extremely difficult and lengthens the time it takes an area to recover from the effects of the oil spill. Crude oil can contain substances such as, Benzene, Toluene, Zylene, Ethylene and heavy metals.  These can contaminate soil and eventually water. If oil were to enter and foul a municipal or industry water supply the cost could be staggering. Oil is often mixed with brine or saltwater, so oil spills may contain both. Freshwater fish, insects and plants are often killed by high concentrations of saltwater.  Area drinking water plants are not equipped for the removal of salt from drinking water.  Saltwater spills are therefore often harder to contain and can be more difficult to clean up than an oil spill.

    by Chris Davis and Eugene Martin, Principals, CommEn Space The spill modelled here is based on a collision between an oil tanker and a second vessel - a cargo or fishing vessel is most likely - in the Strait of Juan de Fuca, just northwest of Port Angeles. Under Washington State law, tankers and cargo ships transiting through Puget Sound require a tug escort east of Port Angeles. Pilots board each vessel shortly after tug escorts arrive. This scenario entails a collision in the precautionary area northwest of Port Angeles and the pilot boarding area. The precautionary area is a convergence zone where inbound and outbound vessels come into close proximity to one another as they transition from one shipping lane to another. It is an area of high risk and great concern to state regulatory agencies which monitor traffic in the Sound.

    With the massive Persian Gulf War oil spill of January 1991 and the Exxon Valdez spill of March 1989, public attention has once again focused on this recurring environmental scourge. Are such massive oil spills more common today, and just how damaging are these spills to the environment? Catastrophic oil spills are nothing new. The recent Persian Gulf oil well spill, last estimated at 68 million gallons by the International Maritime Organization, may be smaller than a 1983 oil spill in the Gulf of approximately 80 million gallons that occurred during the Iran Iraq War. The largest spill yet occurred in 1979 when about 147 million gallons of oil gushed from an offshore well platform in the Gulf of Mexico. In comparison, the Exxon Valdez tanker spill, although considered massive, totaled only about 7.5 percent of this amount or 11 million gallons.

    Story Tools MOSCOW, Russia (Reuters) Firefighters struggled to contain a blaze on an oil tanker on Russia's Volga river Sunday and ecologists warned that tonnes of oil leaking from the vessel posed a serious environmental threat. Television reports showed plumes of black smoke sweeping above the river in central Russia as the tanker carrying 2,000 tonnes of light crude burned for a second day. Oil started to leak from the vessel in large quantities early Sunday, creating a 15-meter (50-foot) wide slick that officials said was drifting down the river. "Up to 700 tonnes of crude have leaked from the oil tanker Viktoria so far," a duty officer for the Transport Ministry's river department told Reuters. "The fire is yet to be put out as it has spread to the remaining oil on the tanker." River traffic had not been disrupted, the officer said. The spilt oil was contained inside a special boom, but had washed onto the riverbank in some places, he said. Emergency and environmental services were working to remove the oil. The fire broke out Saturday after an explosion occurred on the privately owned tanker, which is near the town of Sizran, about 700 kilometers (440 miles) east of Moscow. One crew member was killed by the blast, officials said.
