  • This course is designed for environmental decision-makers, scientists, technical advisors, and educators by scientists and instructional design educators at the Shodor Education Foundation, Inc. North Carolina Supercomputing Center , and the North Carolina Industrial Extension Service (North Carolina State University). It represents the first step in a process of determining and recommending a comprehensive modeling curriculum which could be implemented by EPA through the Air Pollution Training Institute, by state and local agencies, and by universities.     Regional air quality Air quality management by public authorities at regional scale involves control, planning, and forecasting issues. ARIANET contributes to the design and set up of modelling systems integrating the information coming from existing regional monitoring networks. Simulation systems enhance in time and space such information, allowing to point out the mechanisms governing strong pollution episodes, to estimate the contribution of different emission sectors, and to study the effects of possible alternative scenarios, either on short or long term (environmental restoration plans, traffic regional plans).

    Emissions inventory The formulation of regional scale air quality control policies must be based on the knowledge of the emissions coming from the whole set of activities and infrastructures located on the territory: industrial settlements, road networks, urban and agricultural areas, energy production and waste treatment plants. Some problems may be also connected to the emissions coming from natural sources, like land erosion, volcanic activity, and the organic compounds produced by vegetation. The realization of a comprehensive emission inventory for a given area is often a time consuming work, involving the collection and harmonization of digital cartography, statistical and experimental data, frequently coming from unsystematic sources.

    Introduction
    World Data Center(WDC) for Meteorology, Asheville is one component of a global network of discipline subcenters that facilitate international exchange of scientific data. Originally established during the International Geophysical Year (IGY) of 1957, the World Data Center System now functions under the guidance of the International Council of Scientific Unions ( ICSU The WDC for Meteorology, Asheville is maintained by the U.S. Department of Commerce , National Oceanic and Atmospheric Administration ( NOAA ) and is collocated and operated by the National Climatic Data Center ( NCDC In accordance with the principles set forth by ICSU, WDC for Meteorology, Asheville acquires, catalogues, and archives data and makes them available to requesters in the international scientific community. Data are exchanged with counterparts, WDC for Meteorology, Obninsk and WDC for Meteorology, Beijing as necessary to improve access. Special research data sets prepared under international programs such as the IGY, World Climate Program (WCP), Global Atmospheric Research Program (GARP), etc., are archived and made available to the research community. All data and special data sets contributed to the WDC are available to scientific investigators without restriction.
    Exchange Policy
    WDC for Meteorology, Asheville services requests for WDC holdings either in exchange for contributions or at a cost not to exceed that of processing and shipping. For certain type of requests, limitations in funding, personnel, or facilities may preclude direct or free provision of data or information by WDC. For requests for unusually large amounts of data, for specifically formatted data, for derived products, or for data outside of the WDC System, WDC will normally be required to recover the costs of processing and shipping.
