We work to ensure that Pacific walrus in Alaska remain within an optimum sustainable population range and to assure that they continue to be a healthy, functioning component of the Bering and Chukchi seas ecosystems. The Marine Mammal Protection Act of 1972 provides the legal framework for most walrus management activities. Management responsibilities are outlined in the Conservation Plan for Pacific Walrus in Alaska, and include:
  • international cooperation with Russia on walrus management issues, conducting population surveys, monitoring and modeling populations, monitoring harvest by Alaska Natives, developing habitat protection measures such as the development of guidelines to minimize incidental take for industrial operations in walrus habitat, and collaborating management and research programs at the local, state, national, and international levels.
The Marine Mammals Management office takes an ecosystem approach to walrus management, carried out through the cooperative efforts of many partners. Some of these are the National Wildlife Refuges, the Eskimo Walrus Commission, Alaska Department of Fish and Game, National Marine Fisheries Service, and the University of Alaska. Update: Jan. 2004

SUMMARY
After global warming became a concern in the mid-1950s, researchers proposed measuring deep ocean temperatures to reveal any significant trends in core ocean warming. Acoustic thermometry can detect changes in ocean temperature by receiving low-frequency sounds transmitted across an ocean basin because the speed of sound is proportional to water temperature. Acoustic Thermometry of Ocean Climate, or ATOC, is an international program involving 11 institutions in seven nations. It is designed as a 30-month "proof-of-concept" project to provide data on possible global climate change, with funding provided by the U.S. Department of Defense. A Marine Mammal Research Program (MMRP) was established as part of ATOC, to assess the effects of ATOC sound signals on marine mammals. The proposed ATOC sources will be located 15 kilometers off the coast of Kauai, Hawaii, and near the Pioneer Seamount, approximately 88 kilometers west of Point Pillar, California. The California source was originally proposed 40 kilometers off the coast of Point Sur, California, in the Monterey Bay National Marine Sanctuary, but the Sanctuaries and Reserves Division of the National Oceanic and Atmospheric Administration did not concur in this proposal.

    Just as human consumers of seafood contaminated with biotoxins of algal origin are at risk, many animals at higher levels of the marine food web are impacted by HABs. Some toxins are fat soluable and bioaccumulate in higher trophic levels. Others still transfer through successive stages, sometimes having lethal impacts where they are least expected, such as with this humpback whale, one of 14 that died near Cape Cod, MA in a one-month period due to saxitoxin in mackerel that they had consumed.     It has now been confirmed that more than 150 deaths of the Florida manatees occurred in 1996 due to affects of algal toxins produced by G. breve . Estimates suggest that about 10% of the endangered population was wiped out. Both stomach contents and lung tissue contained the toxins suggesting that the toxins entered through the food web as well as from direct contact of the toxic aerosols when the animals broke the surface to breathe. Whales, dolphins, and porpoises all belong to the same taxonomic order called cetaceans. Cetaceans are truly remarkable animals!     The Oregon State University Marine Mammal Program has studied the behavior, abundance, and distribution of marine mammals beginning with seals and sea lions in 1973. The program concentrated on population assesment and competition with fisheries until 1983. Cetacean studies began in 1979 with the use of conventional (short range) radio tags to track gray whales from Mexico to Alaska. Concurrent shore-based observations documented the timing of the north and south-bound gray whale passage off the Oregon coast. Since then, the Marine Mammal Program has pioneered the development of satellite-monitored radio tags to track many species of whales and dolphins principally around North America. The program primarily focuses on endangered species whose distribution, movements, and critical habitats (feeding, breeding, and migration areas) are unknown for much of the year. Decision makers use this valuable information to manage human activities which may jeopardize the recovery of endangered whale populations.
    These animals and their habitats can only be protected if we understand where they breed, feed, calve, and migrate. To accomplish this goal, the OSU Marine Mammal Program conducts research, educates graduate students, and performs appropriate public education services.

    It was at least 45 million years ago that animals resembling pigs or cows began to feed along the shores of ancient seas. As the numbers of animals feeding along the shoreline increased, some of the animals were forced into deeper water to find food. This pressure on the shore line and the animal probably forced them to begin diving for plants growing in deeper water. Diving for food became a practical way of making a living, and from this beginning, the largest animals to live on the earth began to evolve. These animals are called marine mammals. Marine mammals are now found in all of the world's oceans and seas. The evolutionary development of marine mammals is probably the most remarkable in the animal kingdom.
    "Marine Mammal" Defined
    A marine mammal, like its land-dwelling counterpart, is warm-blooded, is fur-bearing or has rudimentary hairs, and nurses its offspring. All mammals give birth to live young. There are three major groups of marine mammals found here: cetaceans (whales, dolphins, and porpoises); pinnipeds (seals, sea lions, elephant seals); and sea otters.
