Statement Of Purpose
The Louisiana Marine Mammal Stranding Network is a volunteer organization operating under the auspices of the United States Marine Mammal Stranding Network; the Marine Mammal Protection Act of 1972; the Endangered Species Act; and the Animal Welfare Act. The network is administered by the Department of Commerce - National Oceanic and Atmospheric Administration - The entire US network is staffed mainly by volunteers. The US Marine Mammal Stranding Network has three legally mandated purposes:
  • Provide rapid and effective action that will best serve the well being of the stranded animal(s).
  • Collect and ensure proper data collection and analyses.
  • Detect anomalous mortality events with near real time reporting.

    ATOC's Marine Mammal Research Program
    The Marine Mammal Research Program (MMRP), led by Dr. Christopher W. Clark of Cornell University's Bioacoustic Research Program, is designed to provide information on hearing capabilities of marine mammals and sea turtles, response of marine mammals and other marine organisms to man-made sounds, (both from the ATOC source and from other sources, such as shipping noise), and to provide information needed to direct policies for long-term protection and conservation of marine species. The MMRP recognizes that the available data on the effects of low frequency sound on marine mammals are sparse and has designed a research protocol to broaden the information base.
    Dr. Clark leads the research in Hawaii which began with small-scale acoustic playback experiments off the Kona-Kohala coast in late January through March, 1996. Subsequent Kauai experiments using the ATOC source will not begin until after the completion of the playback experiments . While the Kona-Kohala experiments are designed to focus primarily on behavior of humpback whales, the Kauai experiments will investigate the distribution as well as behavior of humpbacks.

    The public display industry captures many species of marine mammals from the wild, especially whales and dolphins. The Humane Society of the United States believes that these animals should not be taken from the wild simply to entertain and amuse people, for a number of reasons. Life in the Wild The very nature of these animals makes them uniquely unsuited to confinement. In the wild, whales and dolphins live in large groups (called pods), often in tight family units. Family bonds often last many years. In some species, they last for a lifetime. Whales and dolphins travel long distances each day, sometimes swimming in a straight line for a hundred miles, other times remaining in a certain area for hours or days, moving several miles along a coastline and then turning to retrace their path. These marine mammals can dive up to several hundred meters and stay underwater for up to half an hour. They spend only 10 to 20% of their time at the surface. Life in Captivity This unnatural situation can cause skin problems. In addition, in captive killer whales (orcas), it is the probable cause of dorsal fin collapse, as without the support of water, gravity pulls these tall appendages over as the whale matures. Collapsed fins are experienced by all captive male orcas and many captive female orcas, who were either captured as juveniles or who were born in captivity. However, they are observed in only about 1% of orcas in the wild.
