The Minister for the Armed Forces announced on 09/01/2001 that the UK will enhance its existing environmental surveillance programme in the Balkans to ensure that no health threats to our forces, and indeed to the local civilian population, are overlooked. The MOD Enhanced Environmental Monitoring Programme was established by D SEF Pol and includes members of D SEF Pol, the Environmental Monitoring Team of the Royal Army Medical Corps and DERA Radiation Protection Services. The Enhanced Environmental Monitoring were tasked to investigate DU contamination associated with known DU attack sites in the British sector of Kosovo and sites where British Forces are based.     Health Physics Positions Based on 10 CFR Part 20
    The Health Physics Positions (HPPOS) Database (NUREG/CR-5569, Rev. 1, 1994) is a compilation of NRC staff positions on a wide range of topics involving radiation protection (Health Physics). It consists of over 300 documents in the forms of letters, memoranda, and excepts from technical reports. The HPPOS Data Base was developed by NRC Headquarters and Regional Offices to help ensure uniformity in inspections, enforcement and licensing actions. Many of the positions in the Health Physics Positions Database (HPPOS) are outdated but the NRC staff has decided to make the database available to the public because it contains much valuable information on health physics issues related to regulation. The positions should not be considered authoritative by themselves and should not be relied on for regulatory compliance. NRC is making efforts to update the database.     • The Health Physics Office provides Health/Medical Physics support to users of ionizing radiation within the Medical Center and the Southeast Region. . We perform evaluations of all x-ray machines, monitoring equipment operation and image quality. Additionally, we evaluate and assist in maintaining quality control on processors and digital imaging systems. We also are responsible for maintaining the Nuclear Regulatory Commission (NRC) license. Serving as the Radiation Protection Officer on the NRC license we are responsible for evaluations of radioactive material procurement, use, and ultimate disposal. We provide administrative oversight of all license activities. Any individuals issued radiation monitoring devices use our services for receiving their badges, their exposure history, and their annual training. We evaluate their exposures to ensure all exposures are maintained As Low As Reasonably Achievable (ALARA).

    Having reviewed the units for expressing radiation levels, we are now prepared to look at the health risks of working with radiation sources.
    Injury to living matter by ionizing radiation is the result of the transfer of energy to molecules in the region through which the radiation passes. This transfer of energy may cause disruptions of the molecular structure which may result in injury or death of a cell. The effects produced by ionizing particles depend on the amount of energy imparted to the body and on the location and extent of the region of the body exposed, and the time interval over which the energy is imparted.
    SLIDE 15: Natural Background
    We all live with exposure to radiation on a daily basis. Shown here are some typical sources of radiation exposure. The total average annual effective dose equivalent to members of the US population is 360 mrem. You can see that the largest contribution is made by natural sources and only a small percentage from occupational exposure. The average annual exposure in research labs at NU is less than 10 mrem/year. You would receive this much extra exposure on two round trip cross country flights or living in Denver, CO for about six months compared to living at sea level.

    At the relatively low levels of occupational radiation exposure in the US, it is difficult to demonstrate a relationship between exposure and effect. High dose effects can easily be seen and observed. Human and animal data confirm these effects. Below about 100,000 mrem, studies have not been able to accurately measure the risk primarily because of the small number of exposed people and because the incidence of the effect is small compared to the normal incidence. Therefore, estimates of risk at low doses must be derived from high dose data. For radiation protection purposes, the linear curve is used to assess possible low dose effects since it provides the most conservative protection guidelines for the exposed population, assuming for the sake of safety that there may be some risk at low dose levels.

    Karl Morgan was the founder of Health Physics, a discipline which approaches questions of radiation dose and effects primarily from a physical rather than a biological perspective. He was instrumental in showing that there is no safe dose of radiation. He resigned his position as Head of Health Physics at Oak Ridge in 1972 when he was ordered by his superiors to suppress information in his possession about the toxicity of plutonium. He subsequently worked as a private consultant on behalf of radiation victims, including Karen Silkwood. He believes that the offically-defined "permissible levels" of radiation are much higher than they should be.
