Context
The sun and earth constitute an energy system. The sun produces energy, approximately 4*10^26 watts, of which the earth receives a portion, approximately 1.7*10^17 watts. Of the solar energy coming to earth, a proportion is reflected, a proportion is absorbed by the atmosphere and a proportion is absorbed by the earth. The earth, like all matter, radiates energy proportional to (the 4th power of) its temperature (Kelvin). A proportion of the radiated energy is absorbed by the atmosphere and a proportion of the radiated energy escapes to space. This is frequently called the global energy balance . For more information on this subject see Earth's Annual Global Mean Energy Budget. If the atmosphere were magically removed from the above system, the equilibrium temperature at the earth surface would be approximately -15C. In fact the measured temperature at the earth surface is approximately +15C. The approximately 30 degree difference is due to what is called the natural greenhouse effect. If one looks at the range of temperature variations over the lifetime of the planet, there have been many changes.

GLOBAL WARMING
Introduction
Global Warming is perhaps the most significant environmental problem facing the world today. Greenhouse gas levels are increasing in the atmosphere because of human activities, and are changing the composition of the atmosphere and warming the earth. Climate scientists agree that human activities such as the burning of fossil fuels contribute to the problem. Scientists have predicted the phenomemon of global warming for decades. Unfortunately, some of the adverse impacts (link to impacts page) from global warming that they also predicted are starting to occur around the world, including:
  • Increasing incidence of droughts in some areas, flooding in others;
    Rising ocean temperatures and sea levels;
    Increased severe weather events such as tornadoes and hurricanes;
    Melting of glaciers and reduction in mountain snow cover;
    Dying coral reefs; and
    Coastal erosion, and the loss of coastal ecosystems.
While a handful of skeptics continue to debate the science, the world's scientists agree: the science is in. Global warming is happening.

Please consider these materials carefully. The United States is very close to adopting an international agreement that would ration the use of energy and of technologies that depend upon coal, oil, and natural gas and some other organic compounds. This treaty is, in our opinion, based upon flawed ideas. Research data on climate change do not show that human use of hydrocarbons is harmful. To the contrary, there is good evidence that increased atmospheric carbon dioxide is environmentally helpful. The proposed agreement would have very negative effects upon the technology of nations throughout the world, especially those that are currently attempting to lift from poverty and provide opportunities to the over 4 billion people in technologically underdeveloped countries.

Many people believe that a great deal of controversy surrounds the science of global warming. In reality, however, scientists in the field do agree on many aspects of global warming. For example, on the basis of a variety of evidence a consensus is emerging among researchers that human beings, primarily through their burning of fossil fuels, are already perturbing Earth's climate - defined as weather averaged across years and large regions. This consensus, and the evidence that supports it, are documented in the United Nations Intergovernmental Panel on Climate Change's (IPCC) latest report on the science of global warming. The 2,000-plus page report, written by about 500 scientists and reviewed by about 500 other experts, will be released next month. IPCC was established in 1988 under the auspices of the UN Convention on Climate Change to review the science of global warming and to advise some 70 countries on ways to mitigate and prevent it. IPCC issues a major report every five years. The report will be available at the Office of the U.S. Global Change Research Program, Washington, D.C.

Global mean temperature has been on the rise since 1880
Climate experts agree that the average global air temperature has risen 0.3 to 0.6 Celcius over the past century. This finding is substantiated by other indicators - accelerated melting of alpine glaciers, a sea-level rise of 10 to 25 cm over the past 100 years, and coral bleaching caused by anomalously high sea-surface temperatures - that are all consistent with the increase in global air temperatures. And according to present indications, the average global temperature in 1995 is likely to be as high as or higher than in any year since record keeping began around 1860.

Bush unveils voluntary plan to reduce global warming
SILVER SPRING, Maryland (CNN) President Bush Thursday unveiled a series of tax credits and other incentives to encourage business and farmers to reduce harmful emissions, a less stringent alternative to the international Kyoto treaty he rejected last year. "America and the world share this common goal, we must foster economic growth in ways that protect our environment," Bush said at the National Oceanographic and Atmospheric Administration. "We must encourage growth that will provide a better life for citizens, while protecting the land, the water, the air that sustain life."
