This was accompanied by an editorial exposing the complexities of research participation, including the potential risks of interviews as well as the role of altruism. Although results derived from the questionnaire have only recently been published (November 2002), the questionnaire was distributed in November 1997, before introduction of the National statement on the ethical conduct of research involving humans Some ethical uncertainties and questions of historical interest arise. First, what was the nature of the original consent obtained for the initial interviews? Presumably it involved written informed consent in which the risks of participation were clearly mentioned, including the possibility of distress associated with the interview. Did it mention a procedure for aborting or complaining about the interview? Second, did the patients (aged up to about 35 years)

The Tragedy of the Digital Commons
G.M. Greco and L. Floridi, October 2003, 26pp In the paper it is argued that bridging the digital divide may cause a new ethical and social dilemma. Using Hardin's Tragedy of the Commons, we show that an improper opening and enlargement of the digital environment (Infosphere) is likely to produce a Tragedy of the Digital Commons (TDC). In the course of the analysis, we explain why Adar and Huberman's previous use of Hardin's Tragedy to interpret certain recent phenomena in the Infosphere (especially peer-to-peer communication) may not be entirely satisfactory. We then seek to provide an improved version of the TDC that avoids the possible shortcomings of Adar and Huberman's model. Next, we analyse some problems encountered by the application of classical ethics in the resolution of the TDC. In the conclusion, we outline the kind of work that will be required to develop an ethical approach that may avoid the TDC.

Ethical analyses and arguments are based on the concept of the fetus as a patient. The implications of this concept for the ethics of fetal research are identified. The discussion of gene-transfer research extends those implications to address issues concerning informed consent, assessment of potential fetal and neonatal morbidity in study design, prenatal diagnosis after gene transfer, selection criteria based on abortion preference, science by press conference, germline risks, and public oversight. Outline Introduction Abstract Introduction The Concept of the Fetus As a Patient Implications of the Concept of the Fetus As a Patient for the Ethics of Fetal Research ... References Therapeutic and nontherapeutic research on the human fetus is becoming an increasingly important dimension of human research [ ]. The ethics of involving pregnant women and fetuses in research has, until very recently, been dominated in the United States by two considerations: the protection of the fetus and the adequate exercise of the pregnant woman's right to provide informed consent for participation in research either on herself or on the fetus. These two ethical considerations have also shaped research ethics in other countries [

The role of the Ethics in Human Research Committee is to consider the ethical implications of all proposed research projects relating to human subjects including evaluation of protocols for new forms of therapy and to determine whether or not they are acceptable on ethical grounds in accordance with the NHMRC National Statement. All proposals must be submitted to the Ethics Office Manager. This Office co-ordinates and facilitates the process of reviewing of each project by one of three Technical Panels before being submitted to the full Ethics Committee. The Technical Panels consider all matters relating to project design and other technical and statistical details, leaving the full Ethics Committee to concentrate on the ethical considerations.
