This is approximately the situation under the United Nations Framework Convention on Climate Change (UNFCCC) after the June meeting in Bonn, Germany. At that meeting, the Umbrella Group, including the United States, focussed on defining a market mechanism for the unfettered buying and selling of emissions permits. The Group of 77 and China raised issues of fairness in the distribution of emissions entitlements. The European Group gave priority to achieving effective domestic reductions, with any emissions trading to be supplemental to that effort. To succeed with an unfettered market, the Umbrella Group must convince the G77 and China of its fairness, and the Europeans of its effectiveness.
A Question of Fairness
Any sure solution to climate change must be global; to also be fair, it must involve all countries and be equitable to each of them. Since solving climate change means limiting the amount of greenhouse gases emitted into the atmosphere, fairness means equitably distributing the authorizations to emit that limited amount. Three principal components of fairness are:
  • The initial allocation of emissions permits, which sets the maximum amount each country can emit upon entrance to the climate change program;

Over the last two centuries, methane concentrations in the atmosphere have more than doubled, largely due to human-related activities. Reductions of about 10 percent in emissions from these anthropogenic sources would halt the annual rise in methane concentrations, effectively contributing to mitigation of climate change. Around the world, industry, working in conjunction with government, has implemented emissions reduction strategies that have improved operational efficiency.     Anticipated Learning Outcomes
    • Students will gain an understanding of how the movements of the Earth's plates over the past 180 million years (abbreviated My) may have affected the climate of the continents.
    • Students will use maps of ancient continental positions and, with some basic concepts about climate zones, hypothesize what climate changes may have occurred due to plate movements.
    Background Climate is simply weather "averaged" over a time period of one year or more. In general terms, the climate in most of the United States and Canada is "temperate". Moving to the south, closer to the equator, the climate is "subtropical" and then "tropical". At the Earth's poles the climate is termed "polar". Each of these climate zones is characterized by a distinctive temperature range, rainfall amount, and type of vegetation. In a very simplified sense, climate zones are oriented roughly parallel to lines of latitude about the Earth. However, according to the theory of plate tectonics, the continents "ride" on dynamic plates which make up the Earth's surface. Although the resulting movement of the continents is very slow, over millions of years it is enough to get a continent from one place to another, and that movement may take the landmass through several latitudes and climate zones.

    I am extremely pleased to be reporting in this leaflet on the UK's progress towards its climate change targets. I believe firmly in the importance of taking action to tackle the threat of climate change. We are continually reminded of how vulnerable we are to changes in the earth's climate. And we should never forget the potential economic, social and environmental cost if we do nothing. These thoughts have been at the front of my mind as the UK Government has been developing and implementing a programme of action to cut our greenhouse gas emissions. The UK's greenhouse gas emissions are on a downward trend at the moment. This is largely the result of changes in our energy sector, changes with significant costs to the communities involved. Because we were confident that we could do more, the UK agreed to a challenging target of a 12.5% cut in the basket of six greenhouse gases. The Government also went further and set an even more demanding domestic goal to cut its carbon dioxide emissions by 20% below 1990 levels by 2010. We have introduced many policies and measures in the UK since Kyoto, covering all sectors. This leaflet reports on some of the main ones. Further details of these initiatives will be outlined in the UK's climate change programme - a draft of which should be published for consultation towards the end of 1999. We have concentrated on those policies which do not just cut emissions. There are many which have 'win-win' outcomes by bringing other, wider benefits for people, for example, more efficient industry, warmer homes, lower fuel bills and better transport systems. We are continuing to work with business, local government and other organisations to ensure that any additional measures we take to cut emissions do not adversely affect the UK's competitiveness and put us in a good position to meet the longer term threat of climate change.
