Draft Terms of Reference for a Report Assessing the Impact of Importing Live Chinstrap Penguins (Pygoscelis antarctica)
The terms of reference set out below outline the reporting requirements for assessing the potential impact on the environment* of amending the 'List of Specimens Suitable for Live Import' for the purposes of the Environment Protection and Biodiversity Act 1999, to include the Chinstrap Penguin Pygoscelis antarctica. For the purposes of the development of a public display focusing on Australia's Antarctic Territories, Oceanis Australia is proposing to import live Chinstrap Penguins into a purpose built climate controlled facility at the Melbourne Aquarium. The facility would include a temperature controlled land and air space as well as a cooled saltwater pool. Public viewing will be from both above and below the water through acrylic panels. The exhibit and husbandry practices will be developed to meet AQIS requirements. Up to 20 Chinstrap Penguins will be sought for the project from captive-bred sources. Prior to import the penguins will undergo such tests as described and approved by AQIS. Each bird will be tagged with an electronic identification microchip. The penguins will be flown into Melbourne in specially designed transport containers that meet the requirements of both AQIS and IATA.

A Partnership of Governments and Non-Governmental Organizations

Island Resources Foundation three decades experience in the Caribbean region as an independent, international NGO providing technical assistance and professional planning services to island Governments and other NGOs engaged in shaping national strategies and developing institutional frameworks for managing island ecosystems. Since 1990, the Foundation has supported specialized bioiversity conservation programs in Antigua, Barbuda, St. Kitts, Nevis, Montserrat, Dominica and all three US Virgin Islands.

EASTERN CARIBBEAN BIODIVERSITY PROGRAM
biodiversity conservation" new understanding of the dynamics of turtle populations in the region. In 1993, the Foundation established biodiversity conservation as a primary program sector for its work in the eastern Caribbean. This effort, which receives major support from the Moriah Fund, was carried out initially in partnership with the U.S.-based Nature Conservancy and with conservation NGOs and government agencies in Antigua-Barbuda, Dominica, Montserrat, and St. Kitts-Nevis. Other sponsors are identified in the table below. The overall goal of the program is to facilitate and strengthen a process of improved national decision-making about biodiversity, including the protection and preservation of threatened natural resources. Our program is shaped by four important elements:

The Smithsonian Marine Station (SMS) is a research center specializing in marine biodiversity and ecosystems of Florida. Research focuses on the Indian River Lagoon and the offshore waters of Florida's east central coast, with comparative studies throughout coastal Florida. The Station is a facility of the National Museum of Natural History , a part of the Smithsonian Institution in Washington, DC, and serves as a field station which draws up to 100 top scientists and students each year from the Smithsonian and collaborating institutions around the world. These scientists investigate the plants and animals in the ocean and Indian River Lagoon and the physical processes associated with these habitats. Information uncovered at the Marine Station is published in scientific journals and forms the basis for effective public policies, conservation efforts, sustainable resource management and enlightened development patterns.

    Alice Software assists organisations and individuals to manage and publish information about biodiversity. We have many years experience in project management and in the delivery of information management solutions with a focus on biodiversity, natural resources, conservation, ethnobotany and plant genetic resources. Founded in 1986, we are a non-profit making organisation, with the ambition of supporting the information management requirements of biologists.
    What do we offer?
    We work with organisations and individuals to implement strategies for managing biodiversity data. We facilitate or lead in project planning and project management. We use accepted methodologies, to gather and analyse requirements, to present options for meeting requirements. We also supply solutions to meet your information management needs. We are also the creators of a database system, called the Alice System, for managing biodiversity data. The Alice System is a tool set for creating and publishing taxonomic databases, species inventories, monographs, annotated checklists or identification keys. The tool set comprises software for data capture and analysis, report generation, web publication and data export into a variety of formats useful to biologists. Alice is suitable for use by collaborative institutional projects or scientists working on their own. We provide technical support and training in the use of our products.
